About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity issued by the 6th Space Warning Squadron for repair and restoration of a Security Archive Workstation (SAW) system. The contract involves repair, configuration, and performance verification of a Honeywell Vindicator V5 2013 edition SAW to fully operational status in accordance with Original Equipment Manufacturer (OEM) specifications and relevant site security standards. This is a one-time repair contract for equipment originally installed in 2012; no incumbent contractor information or previous contract number was provided.

The primary technical issue requiring resolution is that the current server is only retaining data for two to three days when it should retain data for approximately three years to comply with a regulatory requirement of maintaining data for a minimum of two years. Additionally, the server access computer is currently locked and inaccessible. The SAW-V5 system consists of Microsoft Access-based applications including SAW-V5, SmartSave5, and Proteus5, which manage long-term storage of Vindicator system configuration and event data, facilitate data logging and report generation, and handle communications within the Vindicator network via an RS-485 serial data link. The contracting organization will provide available installation information to the successful vendor to support configuration efforts. The SAW-V5 Installation & Operations Manual Version 5.1 is attached as a reference document. No additional PWS or SOW containing further technical requirements is anticipated at this time.

Question 1:

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number

Answer:

The Security Archive Workstation (SAW) was originally installed in 2012, but this is a new contract for a one-time repair.

Question 2:

I wanted more details since there's no description or link, and there's a PDF that only says this: "1. Scope This Statement of Work (SOW) defines the effort required for the repair, configuration, and performance verification of the Security Archive Workstation system for the Honeywell Vindicator V5 2013 edition to fully operational status in accordance with Original Equipment Manufacturer (OEM) specifications and relevant site security standards." So I was wondering if you could give me more information about it, please.

Answer:

Currently the server does not save data more than two or three days. It’s supposed to save data for roughly 3 years. Our regulation requires it to be kept for 2 years minimum. The server access computer is also locked and we don't have access to get into the system.

Referring to the basic System Description within ESE-SIT-0001 the Standardized Electronic Security Equipment Siting and Design Guidance For Permanent Installations, Force Protection Systems, Dated 21 February 2018, and is still relevant to an older version of SAW Terminal states as follows:

Security Archive Workstation (SAW) (Version 5.1). The SAW enables operators to log, retrieve, generate and print customized reports on system events. The SAW connects directly to the V5 logging system events and operator actions.

The Security Archive Workstation V5 (SAW-V5) Installation & Operations Manual Version 5.1 describes in System Organization as follows: The SAW fulfills the need for long-term storage of Vindicator system configuration and event data. This is accomplished via two programs: the SAW-V5 and the SmartSave5 applications. Both of these programs are Microsoft Access™ based applications. Additionally, the Proteus program provides a communications link within the Vindicator network. The SAW-V5 receives data from the

Vindicator network system via an RS-485 balanced line serial data link. This link is typically called the Console Bus provided by the V5 IDS Server System.

The SAW-V5 displays information, creates printed reports, and exports information into files for use by other computer applications. SmartSave5 manages the storage of V5 IDS and ACS Server configuration information. This allows for fast restoration of the site-specific configuration when a device is replaced with a spare in lieu of the user having to manually reconfigure the new unit. Proteus5 is a service program that acquires system data and manages data flow to the SAW-V5 and SmartSave5 applications. Proteus5 must constantly run, and when installed at the factory it is installed as a Windows service that starts automatically following system boot up.

Question 3:

Will the 6th Space Warning Squadron be posting an additional PWS or SOW that contains additional technical requirements for the opportunity?

Answer:

Currently the server does not save data more than two or three days. It’s supposed to save data for roughly 3 years. Our regulation requires it to be kept for 2 years minimum. The server access computer is also locked and we don't have access to get into the system.

The organization will make available any installation information we have available to the successful vendor to aid them in configuring the SAW to meet the siting installation criteria described above.
