About this file
This Addendum No. 1, dated August 19, 2026, modifies the original bidding documents for the City of Eugene, Oregon's Facility Management Division contract (Project No. 51326) for exterior painting and window repairs at the Eugene Police Department Headquarters located at 300 Country Club Road, Eugene, Oregon 97401. The project scope includes exterior painting of wood cedar siding and exposed concrete, along with window and siding repairs. A mandatory pre-bid walkthrough was held on August 5, 2026, at 9:00 a.m., and bids were originally due August 25, 2026, at 2:00 p.m. The addendum provides clarifications on multiple aspects of the work, including contractor access methods, roof access requirements, handrail painting locations, card reader specifications, completion timelines based on an assumed Notice to Proceed date of September 28, 2026, sheet metal removal and patching procedures, window trim fabrication options, and clarification that replacement glazing in newer storefront windows is excluded from Bid Alternate 1. Virtual bid opening will occur via Microsoft Teams with meeting ID 228 649 281 994 939 (passcode: rc9te9hk).
The addendum incorporates revised Section 08 80 00 (Glazing), updated Drawings A-1 and A-2 (North & East and South & West Elevations), and new Drawing A-6 (Soffit Dimensions), addressing clarifications on lower trim scope, storefront window systems exclusions, and code-required safety glazing locations. The revised glazing specification requires Insulating Glass Units Types A and B with specific performance requirements including low-E coatings, bronze-tinted reflective outer lites, and thermal performance criteria (maximum U-Factor of 0.24 winter/0.22 summer, SHGC of 0.17 maximum). The specification mandates preinstallation field adhesion testing in accordance with ASTM C1521, a ten-year manufacturer warranty on insulating glass units, and contractor compliance with GANA guidelines and IGMA standards. Section 01 35 50 requires CJIS background check clearance for personnel accessing certain building areas, with a sample authorization and release form provided. The specifications detail mock-up requirements of 4 feet by 4 feet panels illustrating six paint colors, manufacturer and installer qualifications requiring minimum three years of documented experience, and compliance with the 2022 Oregon Structural Specialty Code for safety glazing placement.
