About this file

This is Addendum No. 2 to Request for Proposals (RFP) 20262034 issued by the City of Eugene, Oregon Parks and Open Space Division for comprehensive planning consulting services at Alton Baker Park. The addendum documents responses to questions raised during the pre-proposal conference held on March 31, 2026, clarifies the total project budget of $475,000 (which includes $150,000 for the Canoe Canal waterway planning), and confirms that the City will provide available CAD drawings and GIS data from past projects to support the planning process. The City will assist with community engagement by identifying relevant stakeholder groups and coordinating meetings, while the consultant will serve in a facilitation and reporting role, potentially assisting with survey development and data analysis. Indigenous outreach will leverage existing relationships with the local tribal community through the Kalapuya Talking Stones cultural resource, the Whilamut Citizen Planning Committee, and a cultural committee being formed by the City's Cultural Services Division, with any policy-level issues escalated to the Intergovernmental Tribal Relations Team. The RFP corrects the solicitation number on the front page to 20262034, and the addendum includes the attendance sheet from the pre-proposal conference listing 20 representatives from consulting firms including Range Studio, Mazzetti, MIG, Herrera Environmental Consultants, Mayer/Reed, Biohabitats, Cameron McCarthy, OJB Landscape Architecture, Parametrix, Walker Macy, Zan Associates, DLA, ABLE, Dougherty Landscape Architects, and JLA Public Involvement.

The City's approach to the comprehensive plan will apply existing values from the City's and Parks and Open Space Strategic Plans while identifying which current amenities should remain, be enhanced, or potentially be removed based on staff, stakeholder, and park user input. The City supports income-generating activities such as disc golf, equipment rentals, food carts, and other vending opportunities, with income generation being a significant consideration for the Recreation and Cultural Services Divisions through programming at the Cuthbert Amphitheater and recreational programs. The Emerald Valley BMX facility, which operates under an existing City lease, is presumed to remain at its current location as relocation has not been discussed as a priority.

Date: April 3, 2026 To: All Potential Proposers From: Michelle Hahn, Purchasing Analyst Subject: RFP 20262034, Alton Baker Park Comprehensive Plan

ADDENDUM NO. 2

The solicitation referenced above is amended as follows.

1. Answer questions asked during pre-proposal conference on March 31, 2026

Q: Regarding the BMX Facility, does the plan process presume that will remain where it is or are there discussions of relocating?

A: Emerald Valley BMX holds a lease with the City for use of the area and relocating that facility has not been discussed as a priority.

Q: Does the 475K budget include $150K for the canoe canal or is that in addition to the 475K?

A: Yes, the total project budget is $475K.

Q: The RFP mentions the City will be willing to do initial data gathering and provide existing information. Does any of that go back to past projects and digital information such as CAD.

And will that be provided?

A: Yes CAD and other data from past projects will be made available, but we do not have complete and current data for all park facilities, previous surveys and CAD work has been ad-hoc, although the existing 2002 Master Plan is a CAD drawing. The City also maintains GIS data for a variety of assets in the park that can be made available.

Q: What is the City’s anticipated involvement with Community Engagement efforts and what would the City like to see the consultant help with?

A: The city will help identify relevant groups and existing contacts and potentially assist with coordinating meetings to make use of existing relationships and scheduled meetings for efficiency. The consultant will primarily be in a facilitation and reporting role. In addition to meetings, the city may like assistance pulling together survey questions and content and analyzing the resulting data.

Q: Please expand on indigenous outreach and relationships with indigenous groups.

A: There is an existing cultural art resource within the Whilamut Natural Area, the Kalapuya Talking Stones. The city and the Whilamut Citizen Planning Committee brought in tribal elders and other representatives to create the Stones. These extend into the Willamalane portion of the park. Both Willamalane and the City have been working to engage the local tribal

2 | P a g e community in aspects of our work where appropriate and where there is interest such as developing art and interpretation, creating a stewardship plan for the Stones, etc. The City is working on pulling together a committee to provide input on specific art, interpretation, and other projects within parks and the City’s Cultural Services Division. The hope is that this group will be formed in time to be a resource on this project. Willamalane has an existing group to tap into. Any issues that drift into City policy would be taken to the Intergovernmental Tribal Relations Team, a government-to-government coordination committee with City and tribal leadership involvement.

Q: Are economics and income generation something the City intends to have considerations on?

A: While income generation is not a primary focus of the Parks and Open Space Division we are supportive of income generating events and park vendors such as the Disc Golf, recreational equipment rentals, potentially food carts and other vending opportunities that support and enhance appropriate activities in and success of the park. Income generation is a significant consideration for the Recreation and Cultural Services Divisions, both through the success of Cuthbert Amphitheater, and with current and potential recreational programming.

Q: How are you envisioning the final plan (process and final deliverable)?

A: This question seemed to be around how we would make decisions on what to include in the final plan. This will be a somewhat organic process depending on what is raised in the engagement processes and analysis. We would apply existing values from the City’s and Parks and Open Space Strategic Plans; review of existing plans and uses to identify values and amenities to remain, enhance, or potentially remove combined with input gathered from staff, stakeholders, and park users to identify a balanced approach to future enhancement and development.

2. Correction to solicitation number on front page of RFP. The correct RFP # is 20262034.

3. Provide attendance sheet from pre-proposal conference held on March 31, 2026.

All other specifications, terms and conditions remain unchanged.
