About this file

This is Addendum No. 1 to RFP 20262034 for the Alton Baker Park Comprehensive Plan, issued by the City of Eugene, Oregon Parks and Open Space Division on March 27, 2026. The addendum clarifies consultant expectations for the comprehensive planning project through responses to nine questions submitted by potential proposers. Key clarifications indicate that planning-level analyses are adequate for most project components, including facility inspections, operations and capacity studies, and river and floodplain dynamics assessments. However, more detailed analysis is required for event-related parking and circulation impacts associated with Autzen Stadium and Cuthbert Amphitheater, with particular emphasis on emergency services access and multi-modal transportation solutions. Additionally, detailed ecological analysis of the Canoe Canal is expected, supported by existing documentation and on-the-ground staff knowledge, whereas broader park ecology analysis can rely on synthesis of existing plans and data. The City of Eugene staff will manage outreach to underrepresented communities in consultation with the office of Equity and Neighborhoods, while the consultant team will develop the community engagement plan as described in the RFP Section B.

The addendum confirms that all other specifications, terms, and conditions of the original RFP 20262034 remain unchanged, with no modifications to pricing, contract term, evaluation criteria, or submission deadlines outlined in this document. The clarifications address the scope and depth of analysis expected across multiple technical disciplines, emphasizing that cost estimates should be high-level planning ranges for far-future projects while providing more detailed estimates for near-term priority projects potentially eligible for near-term funding.

Date: March 27, 2026 To: All Potential Proposers From: Michelle Hahn, Purchasing Analyst Subject: RFP 20262034, Alton Baker Park Comprehensive Plan

ADDENDUM NO. 1

The solicitation referenced above is amended as follows.

1. Answer questions from potential Proposers

Q: Is the consultant team expected to perform any formal facility inspections (structural or architectural), or should all observations be limited to non-invasive, planning-level review?

A: Planning level review should be adequate for this project component and then if there are questions about facilities that need to be answered during the process, City staff can procure those from our colleagues in Facilities Management.

Q: Are detailed studies of specific facilities like operations or capacity expected, or should analyses remain at a planning level?

A: Analyses can remain at a planning level for this scope, but future detailed studies could be recommended if identified as a need within the Comprehensive Plan.

Q: To what extent should the consultant team develop facility-related cost estimates and lifecycle assumptions versus high-level planning ranges?

A: Again, high-level planning ranges for this type of information will be adequate and existing City studies can inform this work to the degree that it's needed for the plan. However, if there are high priority projects in the plan that could be funded in the near term, more detailed estimates will be needed for budget planning purposes. Far- future identified projects can be estimated with less accuracy.

Q: To what extent should the consultant team analyze event-related parking and circulation impacts associated with Autzen Stadium, Cuthbert or other events?

A: This is a component of the project that should receive a more in-depth level of analysis, particularly as it relates to improving bike, pedestrian, and vehicular circulation and parking in and throughout Alton Baker Park. Ingress and egress for the general public prior to and after large events at the Cuthbert Amphitheater or in the park is of concern. Solving emergency services access in and out of the park within these conditions or any other time is an especially high priority for staff.

Q: Should ecological analysis be limited to synthesis of existing plans and data, or is new field-based ecological assessment expected as part of this scope?

A: Ecological analysis for the park can be derived from existing park ecology information, however a more detailed analysis of the ecology of the Canoe Canal is expected for this project. The scope of the Canoe Canal analysis is described in the RFP under section A4, and the proposing team should also heavily rely upon existing documentation and on-the-ground staff knowledge for this work.

Q: What level of analysis is expected regarding river, canal, and floodplain dynamics— planning-level assessment or detailed modeling?

A: Planning level assessments will likely suffice for understanding most of the river and floodplain dynamics, but a more in-depth analysis will be required for the Canoe Canal as described in the scope of work. As resulting water-based park and recreation improvement projects are identified, the plan should include recommendations for needed studies to be conducted as planning and design work is refined for each project.

Q: Should circulation analysis remain conceptual, or is detailed multi-modal analysis (e.g., user counts, conflict analysis, or modeling) expected?

A: Developing a functional long-term multi-modal circulation plan for Alton Baker Park will be foundational to the development of the Comprehensive Plan. It is likely that some solutions can be derived at a conceptual level, but additional data such as user counts or modeling may be required for some areas of the site to inform the final design. This is especially true when considering transportation routes and planning for Cuthbert concerts or other large community events hosted in the park.

Q: Can the City clarify expectations for the number and type of engagement activities?

Is the consultant team or the City expected to reach out to underrepresented communities?

A: Development of the community engagement plan is a component of the project and is described in some detail in the RFP under Section B. City of Eugene staff will reach out to under-represented communities and consult with our colleagues in Eugene's office of Equity and Neighborhoods for additional assistance as needed .

All other specifications, terms and conditions remain unchanged.
