About this file

This is Addendum No. 2 to Request for Proposals 20262032, issued by the City of Eugene, Oregon on April 15, 2026, clarifying and revising requirements for automotive body repair and related services. The City seeks to establish up to three separate contracts on an as-needed basis to repair its fleet of approximately 800 vehicles, including collision damage, vandalism, and impact incidents affecting Ford, Toyota, Chevrolet, Honda, Kia, and Subaru units. The addendum clarifies that I-CAR Gold Class certification may be satisfied by either the facility as a whole or by individual technicians holding the credential. All body repair work must be supervised by technicians certified in steel and aluminum welding, plastic repair, and I-CAR standards, while mechanical repairs must be supervised by ASE-certified technicians or manufacturer equivalents, with teams whose combined qualifications meet Master Certification also acceptable. Contractors must be located within the City of Eugene/Springfield Urban Growth Boundary, operate during normal business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m.), maintain five or more years of successful experience in auto body repair and painting, and provide complete body repairs, painting services, and secure vehicle storage. Sealed proposals are due April 22, 2026, at 2:30 p.m., with public opening via Microsoft Teams immediately thereafter. The City intends to issue a Notice of Intent to Award by May 20, 2026, and reserves the right to conduct site visits to verify facility compliance. The initial contract term is one year with options to renew for up to four additional one-year periods.

The evaluation criteria allocate 30 points for the Qualification Questionnaire, 40 points for Product and Service Cost based on the Price Worksheet, and 5 points for References, with pass/fail determinations required for facility location, vehicle security procedures, and current I-CAR Gold Class certification. ECO-Biz certification is desirable at proposal submission and required within twelve months of contract award to maintain continued eligibility. Contractors must submit detailed warranty information, estimating software specifications, and identify any work to be subcontracted with maximum markup percentages. The addendum includes a revised Qualification Questionnaire that all proposers must complete, requesting company profile information, facility certifications, estimating software details, vehicle capacity specifications, fleet maintenance experience, warranty procedures, and subcontracting arrangements. Historical expenditures for these services range from $150,000 to $250,000 annually, though amounts may increase if other agencies utilize the contract through cooperative purchasing. Pricing is based on labor rates for body and fender repair, framework, mechanical, and painting work, with rates remaining firm for each contract year and adjustments only permitted at renewal periods subject to City approval. The RFP includes no identified set-aside designations, incumbent vendors, or restrictions on organization types.

Date: April 15, 2026 To: All Potential Proposers From: Michelle Hahn, Purchasing Analyst Subject: RFP 20262032 Automotive Body Repair Services

ADDENDUM NO. 2

The solicitation referenced above is amended as follows.

A. Answer questions received from potential Proposers

1. Please clarify whether the requirement for an I-CAR Gold Class designation applies to the repair facility as a whole, or if it may be satisfied by employing a structural body technician who individually holds I-CAR Gold certification?

Response: It is acceptable for either the overall facility or the individual technicians to have the I-CAR Gold credentials.

B. After careful consideration, the City changes certification language as follows:

(strikethrough is language removed; bold/red is language replaced):

1. Section V. Requirements/Specifications, General Requirements; Items 3 & 4 are removed in their entirety and replaced with revised language.

Item 3. The Proposer’s body repair facility must hold an I-CAR Gold Class certification at the time of proposal submission. ECO-Biz certification is desirable at the time of award and will be required within twelve (12) months of contract award to maintain eligibility for continued performance. The City prefers that facilities and/or technicians hold I-CAR Gold and ECO Biz certifications. While it is not mandatory at time of proposal submission, preference will be given to contractors with current certifications.

Item 4. All automotive body repair work shall be supervised by, and preferably performed by, technicians certified in steel and aluminum welding, plastic repair, and I-CAR standards.

Mechanical repair work shall be supervised by, and preferably performed by, technicians holding current ASE (Automotive Service Excellence) certifications or manufacturer-equivalent credentials. Teams of technicians whose combined ASE qualifications meet the requirements of a Master Certification will also be accepted. Body shops that repair Patrol Rated Vehicles (e.g. police and emergency vehicles) need to meet elevated standards beyond those for standard auto body repairs. These requirements typically include Emergency Vehicle Technician (EVT) certification, I-CAR and OEM certifications.

• Contractor must have five (5) or more years of successful experience in the areas of auto body repair and painting services. (References to be provided with Proposal)

• Be able to perform complete body repairs, as well as paint vehicles and equipment.

• Maintain a paint booth that is in legal compliance with all applicable laws.

• Contractor must have all necessary equipment needed to provide the services required in this RFP.

• Body repair should be performed by technicians who are certified and qualified to perform steel welding, plastic repair, and retain I-CAR certification. In addition, the body technicians must have the appropriate ASE (Automotive Service Excellence) certifications for body and paint.

• Mechanical repairs should be performed by technicians who are ASE, or manufacturer equivalent, certified or multiple technicians whose ASE certification combined match the components of the master certification.

• Certifications must be maintained throughout the life of the contract.

• Body repairs should be performed by technicians who are qualified to perform steel welding, plastic repair, and hold (or are able to obtain) I-CAR certification or ASE certifications for body and paint.
