About this file
This is Addendum No. 1 to RFP 20262032 issued by the City of Eugene, Oregon Purchasing Office on April 8, 2026, clarifying certification and operational requirements for automotive body repair services. The addendum addresses five specific inquiries from potential proposers regarding I-CAR Gold and ASE certification requirements, subcontractor vendor disclosure procedures, vehicle key storage protocols, mechanical work subcontracting arrangements, and I-CAR Platinum certification qualifications for technicians. The City clarifies that facilities must hold I-CAR Gold Class certification at proposal submission, body repair technicians must possess appropriate ASE certifications for body and paint work, and mechanical repair technicians should have ASE or manufacturer equivalent certification. The addendum confirms that subcontractor vendors need not be pre-listed; instead, any vendor sublets should be identified on individual repair estimates for approval. Secure key storage in a locked office is acceptable without requiring a dedicated lockbox, and vendor sublets performing mechanical work are not subject to the agreed-upon in-house mechanical rate. Additionally, the City acknowledges that I-CAR Platinum Certification, which encompasses structural, non-structural, refinishing, and estimating competencies, may suffice for mechanical work without additional ASE certification.
All other specifications, terms, and conditions of RFP 20262032 remain unchanged by this addendum. The original RFP solicitation deadline is Wednesday, April 22, 2026, at 2:30 p.m., with public proposal opening via Microsoft Teams to follow immediately thereafter and Notice of Intent to Award expected no later than May 20, 2026. Proposers must be located within the City of Eugene/Springfield Urban Growth Boundary, maintain secure locked storage for City vehicles, and provide repair estimates within three business days using industry-standard estimating software. The contract awards up to three separate as-needed service contracts with an initial one-year term and renewal options for up to four additional one-year periods. Pricing is based on fixed labor rates for body, fender, framework, mechanical, and painting work submitted on the Price Worksheet, with no adjustments permitted except at renewal periods subject to City approval. Historical annual expenditures for these services range from $150,000 to $250,000, though costs may increase if other agencies utilize the contract through cooperative purchasing arrangements.

Date: April 8, 2026 To: All Potential Proposers From: Michelle Hahn, Purchasing Analyst Subject: RFP 20262032 Automotive Body Repair Services
ADDENDUM NO. 1
The solicitation referenced above is amended as follows.
A. Answer questions received from potential Proposers
1. It states I-CAR Gold & ASE Certified. Do you have to be both?
Response: As stated in the solicitation document:
• The Proposer’s body repair facility must hold an I-CAR Gold Class certification at the time of proposal submission.
• Body repair technicians must have the appropriate ASE certifications for body and paint.
• Mechanical repair technicians should have ASE, or manufacturer equivalent, certification or multiple technicians whose ASE certification combined match the components of the master certification.
2. When we have a sublet (example: alignment, airbags, etc), do we give a list of all the sublet vendors if we are chosen? Or do we include where it will go with the estimate for the approval?
Response: We do not need a list of vendors. We would prefer any vendor sublets be listed on the estimate.
3. In regard to a secure place for a key, would a locked office be okay? Or does it need to be a locked box?
Response: If the keys are kept in a locked office, that would be acceptable.
4. We can do some of the mechanical in house, but some bigger stuff would have to sublet out. If we do have to sublet some of the mechanical out, ware we having to honor the “in house mechanical rate” if there is a sublet vendor that is also involved?
Response: Vendor sublets would not be held to the agreed upon in-house mechanical rate.
5. Would be I-CAR certified / Platinum for the techs or do the techs have to be ASE certified to perform mechanical work?
Response: It is the understanding of the City that I-CAR Platinum Certification includes structural, non-structural, refinishing and estimating and would suffice without additional ASE certification.
All other specifications, terms and conditions remain unchanged.
