About this file
Summary
This is a Request for Proposal (RFP) for a 2026-2029 System Improvement Contract issued by a Florida electric cooperative serving Madison, Jefferson, Taylor, and Dixie Counties. The cooperative seeks contractor services to perform construction and renovation work on its primary electrical distribution system, including installation and replacement of utility poles, secondary poles, overhead conductors, underground cables in conduit, overhead and pad-mounted transformers, and meter installations across its service territory. The scope of work encompasses both new construction and retirement of existing infrastructure, with the cooperative retaining the right to perform portions of the work in-house. Projected work spans four years (2026-2029) with substantial quantities specified for major line items, including 625 wood poles of various lengths, 50 poles of other types, 120,000 feet of 336 ACSR conductor, 15 feet of underground cable assemblies, and numerous pole-top assemblies, service equipment installations, and miscellaneous components distributed across single-phase, two-phase, and three-phase configurations.
The RFP utilizes a detailed unit-cost pricing structure based on RUS (Rural Utilities Service) Bulletin 1728F standards, with separate labor and unit price columns for installation and retirement of each assembly type. All pricing fields are currently blank, requiring bidders to complete labor rates and unit costs for each line item to establish total project pricing. The contract requires compliance with Florida Underground Facility Damage Prevention and Safety Act regulations for all underground work and adherence to RUS specifications and drawings. No incumbent information, set-asides, site visit requirements, bidder conferences, specific award dates, or funding source details are specified in the pricing document provided.

| Section 2 - Conductor Assembly Units | |||
| A conductor assembly unit consists of 1,000 feet of conductor or cable for primaries, secondary's or service and includes tie wires, sleeves for splicing, connectors, and armor rods with clips and armor wire when necessary. Tree trimming necessary for installing the services and secondary's on poles not carrying the primary line is included with the conductor assembly unit and shall be performed in accordance with the directions of the Engineer. The service shall be connected to the secondary or transformer and 2 feet of conductor or cable shall be left for connecting to the consumer's service entrance. In computing the compensation to the Bidder for conductor assembly units only the horizontal distance between conductor supports or poles staked shall be used. The conductor or cable sized and types listed are the manufacture's designation. | |||
