About this file

This is a Scope of Services document from the Massachusetts Human Resources Division (HRD) for the design and standardization of digital branding materials. The HRD seeks professional design services to consolidate and expand existing digital backgrounds, create a complementary PowerPoint presentation template, develop standardized email signatures, and design letterhead for agency-wide use. These materials will be utilized in virtual meetings, presentations, and internal and external communications to reinforce organizational identity and professionalism across the Commonwealth. The project encompasses the assessment of current design assets developed by multiple vendors and internal staff, followed by the creation of a cohesive visual system that aligns with HRD and Commonwealth branding guidelines. The scope of work includes developing a standardized suite of digital backgrounds optimized for video conferencing platforms; designing an accessible PowerPoint template with multiple slide layouts suitable for both internal and external presentations; establishing email signature standards compatible with Microsoft Outlook that accommodate different staff roles; and creating letterhead templates for both digital and print formats in Microsoft Word and PDF.

The document does not contain information regarding pricing terms, set-asides, incumbent vendors, contract duration, renewal options, funding sources, or award dates. The deliverables are designed to be scalable and user-friendly, with implementation guidance provided to facilitate agency-wide deployment. All materials must incorporate accessibility best practices including adequate contrast, appropriate font sizing, and readability across devices, ensuring the standardized visual identity serves both internal staff recognition and external stakeholder visibility.

Scope of Services

Design and Standardization of Human Resources Division Digital Backgrounds, Presentation Templates, Email Signatures, and Letterhead design

1. Overview The Human Resources Division (HRD) seeks professional design services to design, standardize, and expand a cohesive set of branded digital backgrounds, a complementary PowerPoint presentation template, and standardized email signatures for use across the agency.

These materials are used in virtual meetings, presentations, and internal/external communications. Together, they serve as a unified visual representation of HRD staff and are critical tools for reinforcing organizational identity, professionalism, and recognition across the Commonwealth.

Currently, HRD has a limited set of digital backgrounds developed by two separate vendors as well as some designed internally by HRD employees. While the sets are of high quality, they differ significantly in style, layout, and branding approach. HRD seeks to consolidate and build upon these existing assets to establish a consistent and cohesive visual identity across all staff-facing and outward-facing materials.
