About this file

This is an application template for the FY 2026 State Damage Prevention (SDP) Grant Program administered by the Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA). The template guides state agencies designated by governors to apply for federal grant funding under 49 U.S.C. Section 60134 et seq. Applicants must complete a signed cover page with organizational information, provide a project abstract describing fiscal year 2026 work, and address all nine damage prevention program elements: Effective Communications, Comprehensive Stakeholder Support, Operator Internal Performance Measurement, Effective Employee Training, Public Education, Dispute Resolution, Enforcement, Technology, and Damage Prevention Program Review. For each element addressed, applicants must provide existing state-wide initiatives supporting that element and describe how the proposed project will enhance or continue implementation, including measurable results and deliverables for ongoing projects from previous grant periods.

The template requires applicants to submit a detailed estimated budget broken down by direct costs (Personnel, Fringe Benefits, Travel, Equipment, Supplies, Contractual, and Other) and indirect costs, with a budget narrative provided for each element if requesting funding under multiple elements. Applicants must also describe any legislative or regulatory actions taken by the state within the past five years related to damage prevention program improvement. The completed signed application must be submitted electronically through Grants.gov as part of the grants package. Individual awards typically range from approximately $36,000 to $100,000 for 12-month performance periods. Eligible applicants are state authorities with current PHMSA certification or formal agreements under 49 U.S.C. Sections 60105 or 60106.
