The contract will provide engineering testing services for a two-year initial term with potential renewal options for up to three additional one-year terms contingent upon satisfactory performance evaluations and mutual agreement.

The selection utilized a weighted scoring methodology across five criteria: Location (5 points), Current Workload (15 points), Experience (35 points), Past Performance (25 points), and Project Approach (20 points), totaling 100 points. Six firms were ranked as follows: Terracon Consultants, Inc. (82.50 points), Universal Engineering Sciences, LLC (81.83 points), ECS Florida LLC (80.17 points), Ardaman & Associates, Inc. (74.33 points), NADIC Engineering (74.17 points), and NOVA Engineering & Environmental, LLC (69.83 points). Compensation is structured as a negotiated fixed fee, with Phase I Environmental Audits priced on a tiered fixed-fee basis depending on parcel size. Firms must possess a current Certificate of Qualification and maintain professional liability insurance of $1,000,000, workers' compensation insurance, general liability of $1,000,000, and automobile liability of $1,000,000. The procurement follows the Consultants' Competitive Negotiations Act (CCNA) and State Requirements for Educational Facilities (SREF).
