About this file

This is Addendum #2 to a repair and improvement project for Frank DeLuca Memorial Field located at 1000 Main Street in Stratford, Connecticut (Town Project Number 2026-14), issued on January 13, 2026. The project encompasses exterior and interior improvements to the concession and locker building, including ceiling, lighting, finishes, and facade repairs; roof replacement; foundation work and structural steel modifications to level the existing pressbox; new bleacher aisle and seat numbering; sitework and asphalt paving; decking and railings; aluminum fencing; and bleacher fabric wraps and screening. A non-mandatory pre-bid site meeting was held on Thursday, December 18, 2025, at 10:00 AM. The addendum addresses 25 Requests for Information (RFIs) received between December 18, 2025, and December 24, 2025, with responses provided by January 6, 2026, and January 13, 2026.

Key clarifications provided through the RFI process include: the Town waives permit fees and will not impose liquidated damages; temporary fencing is required only to restrict access to unsafe construction areas during games; contractors must determine field office needs independently; unit pricing assumptions were established for toilet partition adjustments, bleacher railing tightening, and 20 seat repairs, as well as 200 square feet of CMU mortar repointing on the concession building; helical pile spacing may be reduced from 3 feet to 2.5 feet with maintained capacity; 2 7/8" round shaft helical piles are the preferred material for both new construction and underpinning applications; screen doors shall be "Grand Floridian" by Screen Tight or approved equal; suspended ceiling shall be Ultima Health Zone 2x4 square edge; contractors are responsible for moving, storing, and reinstalling all appliances and equipment; toilet accessories will be provided by the owner and installed by the general contractor; and existing light fixture bases are to remain while new light fixtures A and B are included in the scope of work.

Question Date Received

Directed To Response Response Date

1 Will the town waive the permit fee? 12/18/2025 Snyder Yes 12/19/2025 2 Will there be liquidated damages? 12/18/2025 Snyder No 12/24/2025 3 Will you require temporary fencing? 12/18/2025 Snyder No. The only temporary fencing needed is to keep visitors away from unsafe construction areas during games.

12/24/2025

4 Will you require a field office? 12/18/2025 Snyder The town does not require a field office. Contractor shall determine office need to properly manage project.

12/24/2025

5 To ensure accurate bidding would you ask for unit pricing on adjusting the toilet partitions, adjusting railings & seats, or replacing the railings?

12/18/2025 Snyder 1) Assume all toilet partitions and doors need adjusting and tightening. 2) Assume all bleacher railings need some level of tightening. 3) Assume 20 seats need repair/reattachement.

12/24/2025

6 A unit price for cmu cracks and mortar repointing would also provide accurate bidding.

12/18/2025 Snyder Contractor shall assume 200sf of CMU pointing on concession building.

12/24/2025

7 Please provide a spec for the screen door. 12/18/2025 Snyder Screen door shall be the "Grand Floridian" by Screen Tight or approved equal.

12/24/2025

8 Drawing S1 has boring reports, they are difficult to read, would you provide clean sheets or original copies?

12/18/2025 Snyder See attached Soils Report. 12/24/2025

9 One of the contractors for the helical piles says this design requires a minimum of 3’ between the piles. Please clarify.

12/18/2025 Cuoco The typical minimum spacing for helical piles is three times the largest helix diameter, which would be 3 feet in this case, as our largest diameter helix is 12 inches.

We used three piles in our caps for stability, not because we required the full capacity of the three piles.

When applying a reduction in capacity (group effect) by reducing the design spacing from 3 feet to 2.5 feet, we would still have the capacity to resist the required loads.

However, if the contractor would like to move the piles 3 inches, that would be acceptable as well.

12/24/2025

10 Please confirm the asphalt thickness and mix design for the Frank Deluca Field project.

12/22/2025 Snyder See attached paving detail. 12/24/2025

11 Will the range hood stay in place? Or must it be removed with all of the other kitchen equipment?

12/22/2025 Snyder Kitchen hood can remain in place if scope of work can be executed with it in place.

12/24/2025

12 After reviewing the plans, there is a conflict with which pile material the engineer wants to use for the project. On sheet S1, in the notes under the partial foundation plan, it calls out a 2 7/8" round shaft with a .276 wall thickness. On sheet S3, they show the round shaft on detail #1, and the square shaft on detail #2.

On sheet S5 under the Helical Pile notes, it calls out a 1 3/4" square shaft with an 8-10-12" plate configuration. There is no need to use two different pile types for the New Construction Piles and the Underpinning Piles, the same material can be used for both applications. Can you tell us which material is preferred.

12/22/2025 Cuoco Use 2 7/8" round shaft 12/24/2025

13 The plans call out A.B Chance products or Equal. Some manufacturers use stronger steel than others which changes the pile material capacity. Our manufacturer uses stronger steel than A.B Chance and I have a less expensive material that is rated for a design load of 37-kips. The design load on the plans is only calling for 20-kips. This is a round shaft product. Would this be applicable?

12/22/2025 Cuoco Submit product literature for review and approval if low bidder. 12/24/2025

14 Drawing A-7, Alternate 2, please clarify the extent of the chain link fence to be removed and replaced with the black picket fence.

12/22/2025 Snyder See attached drawing A-7 mark-up 12/24/2025

15 Please advise if bleacher paint stripping behind and under seating is intended in scope of work?

12/22/2025 Snyder Yes. The intention is to remove all visible paint from all bleacher elements including behind and underneath.

12/24/2025

16 Please advise intent of existing Ticket Booth and Souvenir buildings if Alternates 4a and/or 4c?

12/22/2025 Snyder Removal of Ticket Booth building shall be included in Alternate 4a, and removal of Souvenir building shall be included in Alternate 4c so paving in building area can be completed.

12/24/2025

17 There are (6) "Light Fixture Base, typ." depicted on drawing ST-1.

Please confirm if those are existing to remain or part of the scope of work. If so, please provide clarification/specs for what is needed.

12/24/2025 Snyder Existing to remain. 1/6/2026

18 Please verify if light fixtures A & B (depicted on A-3) are existing to remain or if those are included in scope of work.

12/24/2025 Snyder Light fixtures A and B are new and are called out in "Reflected Ceiling Plan Notes."

1/6/2026

19 Please clarify on the exhaust grills (depicted on A-3) as to if just the grills are to be replaced and if so what is currently being used.

Also if this is included in the Electrical or HVAC scope of work.

12/24/2025 Snyder "Provide Exterior Fixed Blade Extruded Aluminum Return Air Vent Grilles with High-Resistant Electrostatic Coating, White by ACAMINAIRE or approved equal. Sizes to match existing."

1/6/2026

20 Does the Town have structural or foundation drawings of the existing concession/restroom building?

12/24/2025 Snyder See attached January 2000 structural drawings. Accuracy of drawings to existing condtions cannot be confirmed.

1/6/2026

21 Because of the low overhead height, could the existing Grandstands be removed for shoring purposes?

12/24/2025 Cuoco This is a Means and Methods issue- this would need to be approved by and coordinated with the town.

RFI LOG

Improvements to:

Frank DeLuca Field Date: 1/13/2026

22 If the Grandstands cannot be removed, would it be possible to re-engineer the new supports to only have 2 new concrete piers?

Concern is there is not enough room for a machine to excavate around the existing structures.

12/24/2025 Cuoco No 1/6/2026

23 Drawing A-1 Kitchen Fixture/Appliance Notes advised all fixtures, appliances, and equipment are to be removed and stored to allow for new work to be completed. Please advise if the contractor is responsible to move, store, and re-install the items.

If so, please advise if there is space onsite to store or if the contractor needs to secure a storage container.

12/24/2025 Snyder Contractor is responsible to move, store, reinstall, and clean all appliances, equipment, etc … to execute scope of work.

1/6/2026

24 Note on A-1 advises “existing toilet accessories to be removed and replaced in kind, typ.” Please provide a list of all toilet accessories to be replaced, and specify which products to replace with.

12/24/2025 Snyder Toilet accessories shall be provided by owner and installed by G.C.
