About this file

This is an attachment document for a competitive bid opportunity issued by the City of Newark, New Jersey for armed security guard services (Bid 2026-12). The contract requires armed security personnel to be deployed across multiple city locations including municipal buildings, recreation centers, shelters, and departmental offices. The Protection and Surveillance Schedule specifies the number of guards needed per shift, hours of operation, and days of service for each location, with guard requirements ranging from one to four personnel per shift and operational hours spanning early morning through midnight shifts, seven days a week at various facilities. The schedule includes summer hour modifications and identifies specific Saturday dates in 2025 when clinic, WIC office, and dental services require security coverage. Electronic bids must be submitted through the City's e-Procurement Portal (ProcureNow system) by 2:00 pm on Wednesday, June 3, 2026, with public opening and reading of bids to follow immediately thereafter. No bids received after the deadline will be accepted regardless of submission status.

The contract specifications require the successful vendor to maintain a twenty-four-hour manned command dispatch center with associated overhead costs to be equally distributed across all contracts held by the vendor. The document establishes comprehensive performance standards through detailed major and minor violation classifications, including requirements that security personnel remain at their assigned posts, properly check and log identifications, adhere to post orders, maintain professional conduct and appearance, complete required documentation such as incident reports and daily activity reports, and comply with directives from the Director of the Department of Public Works. Major violations subject to disciplinary action include abandoning post, failing to monitor property removal, unauthorized possession of security equipment, falsification of documents, and other offenses materially compromising security operations. The City of Newark reserves the right to modify surveillance schedules, adjust the number of personnel on duty at any location, and amend performance criteria with written notice from the Department of Public Works Director or authorized representative.
