About this file

This is a Qualifications Statement Package (QSP) for a federal construction solicitation issued by the Smithsonian Institution's National Zoo and Conservation Biology Institute for the Arabian Leopard Facility (ALF) project in Washington, DC. Solicitation No. 33330226RT0010005 was issued on June 22, 2026, with responses due by July 17, 2026, at 3:00 p.m. Eastern Time.

The Smithsonian seeks a prime general contractor to provide construction services for a firm fixed-price contract with an estimated construction cost exceeding $10,000,000. The project's Notice to Proceed is anticipated in February 2027, with substantial completion targeted for September 2028. Critical work elements include site work, utilities, excavation, foundations, dewatering, concrete and steel superstructure, landscape and hardscape, architectural finishes (interior and exterior), MEP systems, roofing, animal containment fencing and mesh, and faux rock and faux trees. The contractor must demonstrate compliance with LEED building criteria, integrated building commissioning procedures, and Building Information Modeling (BIM) capabilities. The selection process is two-step: Step 1 requires submission of a complete QSP evaluating contractor background, experience, performance, and capabilities; only highly qualified firms advance to Step 2 for submission of technical packages and price proposals. Minimum requirements include ten years of experience as a prime general contractor and complete understanding of BIM. Contractors must submit 2–5 comparable projects (minimum $15,000,000 and 10,000 square feet) and 2–5 non-comparable projects (under $15,000,000 or 10,000 square feet) completed within the past ten years, with preference for projects demonstrating specialized animal facility knowledge, tight site logistics management, and noise/vibration control. Financial documentation, bonding capacity of at least $100,000,000, audited financial statements, and banking references are required for evaluation.

1. DESCRIPTION OF SERVICES

The selected Contractor shall provide Construction Services through a firm fixed price agreement. Total period of performance is estimated to be from notice to proceed (NTP) in February 2027 to substantial completion in September, 2028. The estimated construction cost is greater than $10,000,000. Critical elements of the work include, but are not limited to site work; utility work; excavation; foundations; dewatering; concrete and steel super-structure; landscape and hardscape; architectural finishes (both interior and exterior); MEP systems; roofing; animal containment fencing and mesh, and; faux rock and faux trees. Additional requirements for performance include: procedures and documentation to ensure compliance with the established LEED building criteria; practices, procedures and documentation related to integrated building commissioning, and; experience with the procedures for the use of Building Information Modeling (BIM).

2. EVALUATION PROCEDURES

A fully completed Qualification Statement Package (QSP) – Factors I, II and III comprises Step 1 of the two-step process for selection of the Prime Contractor. The QSP will be considered as the company’s experience, performance and capabilities and will be evaluated to determine if the company is: 1) highly qualified to move on to Step 2, and; 2) subsequently invited to submit the Technical Package, Price Proposal and Subcontracting Plan. The Technical Evaluation

Committee (TEC) appointed by the Contracting Officer will evaluate companies submitting qualification statements to ensure that the company’s experience and resources are adequate to provide a high level of excellence in the execution of the project. Each TEC member will individually evaluate each Qualification Statement Package. Only those companies demonstrating they satisfy the stated minimum requirements and show a performance history of having the experience and capacity to successfully accomplish the proposed project will be considered highly qualified. If submitting for qualification as a joint-venture, experience as a “team” earns higher rating than experience by individual members only. Companies meeting only the minimum requirements will not receive the higher consideration.

Identify your submission by including the following information on the Qualification Statement Package cover.

Prime Contractor Firm Name:

Solicitation No.: 33330226RT0010005

General

Submission and review of QSP is a competitive process. The Smithsonian Institution is interested in selecting the most highly qualified entities utilizing the information provided in Factors I, II and III of the Qualification Statement. Meeting the minimum requirements established in the Qualification Statement will not guarantee selection. Only those entities that provide superior experience, performance and capabilities can achieve “Most Qualified” status and become highly qualified.

In Step 1 your QSP and, if deemed highly qualified, later in Step 2 your Technical Package will be evaluated by the

Technical Evaluation Committee (TEC).

Include with your submission:

• Minimum requirements as established in the evaluation criteria outlined herein. If you do not meet the minimum requirements, your entity will not be considered qualified.

• Comparable Experience projects identified in the QSP including: size, cost, building type, type of construction, zoo experience, etc. Projects listed must meet all portions of the established criteria to be considered as Comparable

Experience. NOTE: Comparable Experience is more desirable than Non-Comparable Experience.

• Current references (name, telephone number and address) for your Comparable Experience projects as listed in your submission. The Smithsonian Institution will verify experience and past performance through the Past

Performance Information Retrieval System (PPIRS) reports and references provided. Projects that list contacts who are unavailable or unresponsive at the address or telephone number provided may result in lower consideration by the Smithsonian.

• Information and example projects that best illustrate your company’s capability, experience and performance to construct the referenced project. Photographs of comparable projects are desirable but not required.

The Step-by-Step Process for Review of OSP

1. The TEC will evaluate Parts I, II and III of the QSP to determine if Offerors are highly qualified.

2. Offerors that are determined to be highly qualified will be invited to participate in Step 2.

3. Invited Offerors’ Technical Package will be evaluated next.

https://www.dropbox.com/request/WjDoOyI1YLjWVLZVx4SD

4. The Pricing Package will be evaluated following the Technical Package evaluation.

5. The Smithsonian Institution will use information obtained from the QSP, the Technical Package and the Pricing

Package in determining best value.

6. The Smithsonian Institution intends to issue to the selected Prime Contractor a firm, fixed price contract for

Construction Services for the 100% Final Habitat & Animal Care Building.

7. Final execution of the contract will be subject to approval of funding by the Smithsonian Institution.

8. Offerors not selected will be notified within (45) forty-five working days from the response date of this request.

9. Submit one (1) digital copy of the QSP in PDF format to the Dropbox link provided above.

10. QSPs will not be maintained or returned. Offerors will not be reimbursed for any expense(s) incurred in developing their QSP.

3. COMPLETING THE QUALIFICATIONS STATEMENT

The information you provide in the Qualification Statement Package (QSP) will be the basis for the evaluation of your company’s qualifications. The qualification of Prime Contractors is a highly competitive process. To ensure your QSP is given full consideration, you must do the following:

• Read this package carefully to make sure you understand what is required.

• Complete the entire QSP.

• Provide your information on the attached forms, or in the same format.

• Do not leave any portion of the form blank. Indicate N/A if not applicable.

The Qualification Statement consists of three (3) parts:

• Factor 1 – Contractor’s Background

• Factor 2 – Contractor’s Experience and Performance

• Factor 3 – Contractor’s Capabilities

The QSP should be indexed into sections and tabbed as indicated for each requirement of this package as follows:

Factor 1 – Contractor’s Background

Projects listed must meet all portions of the established criteria to be considered as Comparable Experience. NOTE:

Comparable Experience is more desirable than Non-Comparable Experience.

• Current references (name, telephone number and address) for your Comparable Experience projects as listed in your submission. The Smithsonian Institution will verify experience and past performance through the Past Performance

Information Retrieval System (PPIRS) reports and references provided. Projects that provide contacts for references who are unavailable or unresponsive at the listed address or telephone number may receive a neutral past performance rating, as evaluation are based on the information available.

• Information and example projects that best illustrate your company’s capability, experience and performance to construct the referenced project. Photographs of comparable projects are desirable but not required.

• Provide your information on the attached forms, or in the same format.

• Do not leave any portion of the form blank. Indicate N/A if not applicable.

A. COMPARABLE EXPERIENCE AND PERFORMANCE

Provide Comparable project information for projects completed during the past ten (10) years that best demonstrate your experience with the criteria outlined below. Include a minimum of two (2) and a maximum of five (5) completed

Comparable projects within the past ten (10) years; at least one of which must be new construction. For projects to be considered Comparable the minimum construction cost amount is $15,000,000 and the minimum square footage is 10,000 square feet. In addition, greater value will be placed on projects as described below in the order of importance:

1. Projects in tightly constrained sites where construction logistics were adapted to meet operational requirements for nearby animals ensuring construction activities did not adversely affect animal health or stress levels.

2. Projects that demonstrated specialized knowledge of animal facilities (e.g., zoo exhibits and animal shelters) particularly a familiarity with functional requirements such as proper ventilation and climate-controlled spaces to support animal welfare; sound attenuation; animal containment and transfer chutes, and; easy-to-clean, non-porous materials.

3. Projects where construction noise and vibration were actively managed due to the sensitivity of nearby collections.

Provide examples demonstrating how the contractor paused work to meet with core stakeholders, reassessed conditions, and adjusted construction activities to proceed without compromising collection safety. Projects located at culturally sensitive and high-profile public facilities—often within active campus environments— where construction logistics and material handling required careful mitigation to protect ongoing operations and preserve the visitor experience. This includes proactive planning for seasonal fluctuations in visitor volume and the operational adjustments they necessitate.

4. Projects that included collaboration with the Architect / Engineer (A/E) team, Animal Care team and a 3rd Party Cost

Estimator during review of Architect’s Supplemental Instructions (ASIs) for constructability and cost.

5. Projects completed on time, within budget, and with high quality outcome verified by project references.

6. Projects that demonstrate ability to manage construction sequencing to reduce the initially planned construction schedule.

NOTE: Projects constructed for the direct use or occupancy of the company(s) submitting the Statement will not be considered as a Comparable project.

In Tab No. 04 provide requested project information using the “COMPARABLE EXPERIENCE PROJECT INFORMATION” form provided on the next page. No more than 5 projects will be considered, and references will be contacted.
