About this file

This is a project specification document for the Town of Wethersfield, Connecticut, detailing heritage trail improvements along approximately 4,900 linear feet of Marsh Street and Great Meadow Road (Phases 1 and 2). The project scope includes construction of 8-foot and 10-foot wide paved multi-use trails, concrete sidewalks and ramps, wooden split rail fencing, metal beam guide rails, signage, and trail lighting designed to connect Main Street in Old Wethersfield with the state trail and parking lot near Putnam Memorial Bridge. Additional work encompasses reconstruction and re-alignment of the Marsh Street and Broad Street intersection, removal and installation of pavement markings and signs, drainage improvements, and limited road widening. Portions of the project site lie within regulated floodplain areas, requiring earthwork to provide compensatory flood storage volume. Vendor questions are due July 22, 2026 at 2:00 p.m. EDT, with bids due July 29, 2026 at 2:00 p.m. EDT.

The contract is subject to Connecticut state compliance requirements, including a 25% Small Business Enterprise (SBE) subcontracting setaside and a 6.25% Minority/Women/Disabled Business Enterprise (M/W/DisBE) subcontracting setaside, both enforced by the Connecticut Commission on Human Rights and Opportunities. All vendors are eligible to respond. The solicitation specifies FOB Destination delivery terms with vendor-specified payment terms. Inquiries should be directed to Julie Gerace, Town of Wethersfield Purchasing Department, 505 Silas Deane Highway, Wethersfield, Connecticut 06109, at 860-721-2861 or purchasing@wethersfieldct.gov.
