About this file

This Addendum No. 1, issued by the Town of Wethersfield Purchasing Office on July 24, 2026, provides clarifications and revisions to the solicitation documents for Heritage Way Trail Improvements along Great Meadow Road and Marsh Street (Phases 1 and 2), ITB #2026-01. The addendum addresses eleven requests for information submitted by prospective bidders and includes revised technical specifications and plan sheets. Key clarifications include specifications for split rail fence materials (western red cedar without treatment, using tenon ends rather than paddle ends), elimination of PVC sleeves from fence foundation details, confirmation that timber beam rail is used in the parking lot at Great Meadow Road per Drawing GRD-05, and clarification that LED sign post and support specifications shall be furnished per the manufacturer's system. The anticipated construction start date is September 8, 2026, contingent upon completion of a state lease agreement for trail placement on state property, with potential initial phase limitations if the agreement is delayed. The allowable winter shutdown period from December 1st through March 31st is excluded from the 150 calendar day contract time, resulting in an expected project completion date of June 7, 2027. Field density testing is required for specified HMA items, and contractors are responsible for quality control measures.

The addendum confirms that the Town does not provide construction cost estimates during the bidding process and that contractors requesting winter shutdown provisions should note the allowable exclusion period rather than carry liquidated damages. Revised Special Provisions for Items #0906203A (Split Rail Fence) and #0906220A (Split Rail Fence Foundation) specify that split rail fencing shall consist of western red cedar posts and split rails installed at locations indicated on plans, with concrete foundations constructed per Class PCC03340 specifications. The revised plan sheets include miscellaneous details (Drawing MDS-01, Sheet 6 of 80) and updated split rail fence details. The original solicitation documents impose 25% Small Business Enterprise and 6.25% Minority/Women/Disabled Business Enterprise subcontracting setasides enforced by the Connecticut Commission on Human Rights and Opportunities.

REQUESTS FOR INFORMATION NO.1

HERITAGE WAY TRAIL IMPROVEMENTS ALONG GREAT MEADOW ROAD AND

MARSH STREET – PHASES 1 AND 2

ITB# 2026-01

Question 1:

Item #0906203A Split Rail Fence: The spec is calling out treated western red cedar, what treatment is required?

Response 1:

No treatment is required. See revised technical specification included in the revised Special Provisions provided in the Attachment.

Question 2:

Item #0906203A Split Rail Fence: The detail drawing calls for 4” x 5” posts with paddle end rails that overlap, this is not a typical detail for western red cedar. Can you provide a source of supply for this material?

Response 2:

Provide railing with tenon ends. See revised detail sheet included in the revised Special Provisions provided in the Attachment.

Question 3:

Item #0906220A Split Rail Fence Foundation: Please clarify the construction methods for this item. Our interpretation is we excavate for the foundation, place the post in a pvc sleeve, put the post in the hole and place concrete around the post. If this is correct please provide source of supply for pvc sleeves that will fit the posts tightly to keep them in place.

Response 3:

PVC sleeve has been eliminated from detail. See revised detail sheet included in the revised Special Provisions provided in the Attachment.

Question 4:

Item #0909500A Timber Beam Rail: I did not find this item on the plan drawings or in the legend, is this item being used?

Response 4:

This item is used in the parking lot at Great Meadow Road, as shown on Drawing GRD-05, Sheet 28 of 80.

Town of Wethersfield

ITB #2026-01

Question 5:

Bid item #1116101A "Embedded LED Sign" calls out DOT Form 819, Section M.18.14 for the sign support: This specification states, "The size, shape and mass of posts and supports shall be as specified in the plans." We cannot find this information in the bid documents. Please provide.

Response 5:

The posts and supports shall be furnished as part of the manufacturer’s sign system.

Size, shape, and mass of post and supports shall be per the manufacturer.

Question 6:

What is the estimated project value?

Response 6:

The Town does not provide construction cost estimates during the bidding process.

Question 7:

What is the anticipated construction start date?

Response 7:

In accordance with the Instructions to Bidders, Section 12 on Page B-3, the anticipated construction start date is September 8, 2026. Bidders are advised that the state is still finalizing a lease agreement that allows the trail to be located on state property, which should be completed in August. If there is a delay, the contractor may only be allowed to initially complete work along Marsh Street between Main Street and Broad Street from Sta 200+00 to 209+00, and from Sta 107+00 to Sta 115+75 until the agreement is executed.

Question 8:

Can you please provide us with the scope of work for the concrete/asphalt cutting & Drilling.

Response 8:

Refer to CT DOT Form 819 Section 2.02 for scope of work for Cut Concrete Pavement, Cut Bituminous Concrete Pavement.

Question 9:

Technical Specifications reference the State of Connecticut Department of Transportation “Standard Specifications for Roads, Bridges and Incidental Construction”, Form 819 as amended” which requires field density testing for HMA S1, S0.5, S0.375, and S0.25. Will field density testing be required on this project for items 0406170, 0406171, 0406172, and 0406173?

Town of Wethersfield

ITB #2026-01

Response 9:

The Contractor shall be responsible for quality control, which includes field density testing for items listed above.

Question 10:

Can we please get clarification on the post and rail fence? The plans and specifications are calling for treated western red cedar. This does not appear to be available, it would either be pressure treated or western red cedar. Please advise.

Response 10:

See Response 1 above.

Town of Wethersfield

ITB #2026-01

Addendum #1

Question 11:

I just read the bid documents for the Wethersfield project and see that there is no winter shut down allowed in the contract, work will start around Sept. 8th, and time will end around Feb. 5th (assuming 150 calendar days from Sept. 8th). With the project including all CTDOT special provisions, cold weather paving starts on Oct. 15th and even with extended season paving (weather permitting) asphalt plants will be in their typical winter shut down right around Thanksgiving. This schedule is not achievable given the start date and the plant shut down in November.

Please advise the bidders if the town can amend the documents to allow for a winter shutdown.

Or if the bidders should carry the $900.00 LD’s under the contract until the plants reopen next year.

Response 11:

In accordance with the Instructions to Bidders, Section 12 on Page B-3, the allowable winter shutdown period from December 1st to March 31st is excluded from the 150 calendar day time for completion. Therefore, if work commences on September 8th, project completion is expected by June 7, 2027.

Question 12:

Can you please confirm that based on the following paragraph 12, if the work starts on September 8th and the winter shut down (from Dec. 1st through Mar. 31st) is excluded from the contract time, then the completion date will be ±June 7th?…or is it the intent to finish this project in 150 calendar days exclusive of a winter shut down with a completion date of ± Feb. 5th?

Response 12:

See Response 11 above.
