About this file
This is an Invitation to Bid (ITB) document issued by the City of Mineral Wells, Texas, for mowing and lawn care services at the City's Airport and miscellaneous properties under the Department of Code Enforcement's jurisdiction. The City seeks bids to perform lawn maintenance services across approximately 306 acres at the airport, including three designated areas: a 290-acre secured aircraft movement area and fuel farm to be mowed once every three weeks from May 1 to September 1; a 13.5-acre area inside Columbia Gate also requiring three-week mowing intervals; and a 2.5-acre exterior area with the same mowing schedule. Additionally, the Airport Terminal Building requires mowing and trimming every one to two weeks during the same period, with fencelines along Airport Road and Highway 1195 to receive vegetation killer spray four times annually and flower beds to be planted, mulched, and weeded with each terminal building visit. Code Enforcement services will be provided on an as-needed basis. A pre-bid conference is scheduled for June 17, 2026, at 2:30 p.m. at the Airport Terminal Building. Sealed bids with executed originals and USB flash drives containing electronic versions must be received by the Department of Finance by July 6, 2026, at 10:00 a.m. for public opening at 10:30 a.m. in Council Chambers. The initial contract term runs seventeen months from May 1, 2026, through September 30, 2027, with automatic renewal for up to four additional one-year periods unless either party provides 60 days' notice of non-renewal; however, the City may cancel with 30 days' written notice if funds are not appropriated. The question deadline is June 30, 2026.
Unit prices must be quoted on a per-visit basis and include all labor, materials, equipment, fuel, and disposal costs with no additional charges permitted. The City reserves the right to award to multiple service providers and may add related services based on the discount bid and pricing sheet provided. Bidders must demonstrate a minimum of two years' experience in similar services and maintain a full-time permanent business address reachable by email and telephone. Required bid submissions include completed signature pages, itemized price submittals, conflict of interest questionnaires, service provider contact information, qualification questionnaires with references from current customers served over at least two years, sample invoices, and proof of insurance. Service Providers must maintain workers' compensation insurance with minimum statutory limits, commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, and auto liability insurance of $1,000,000 combined single limit. Invoices must be submitted electronically in PDF or TIFF format at minimum 300 DPI to the centralized Accounts Payable department email, with payment due within 30 days of invoice receipt. Price adjustments may be requested annually based on the Consumer Price Index with supporting documentation, but no more frequently than quarterly, subject to City approval. The City will evaluate bids based on best value considering cost, reputation, quality, service capability, past relationships, and long-term costs, with bids receiving less than 50 percent of available points (excluding price points) deemed non-responsive.
