About this file
This document outlines the Defense Biometric Identification System (DBIDS) pre-enrollment and visitor access procedures for an Air Force Research Laboratory (AFRL) installation. The process requires all visitors without existing installation access credentials to complete a pre-enrollment form online at least 24 hours before arrival. The sponsoring government employee must submit the visitor's QR code to the Visitor Control Center (VCC), and visitors must present a REAL ID or Enhanced Driver's License plus a second form of federal identification upon arrival.
Visitors must follow a strict protocol: complete the online form at https://dbids-global.dmdc.mil/home/, obtain a QR code, send it to their government point of contact (POC), who then forwards it to the VCC. The VCC will only process QR codes received from the government POC, and a completed QR code does not guarantee installation access. Failure to provide proper identification will result in access denial, and this process applies to both on-site and off-site locations including Stockbridge and Newport.

1. DBIDS Pre-Enrollment (Required for Visitors Without Credentials):
• Who: This process applies to all visitors who do not have existing installation access credentials (CAC, Retired Military ID, Military Spouse ID, or DBIDS card issued at
AFRL).
• How: The sponsoring employee (Government Point of Contact - POC) must send the following link to their visitor(s) to complete the DBIDS pre-enrollment form: https://dbids-global.dmdc.mil/home/
• Timeline: It is critical that the completed QR code is received by the VCC at least 24 hours in advance of the visitor's arrival. This allows sufficient time for vetting and resolution of any discrepancies.
• Process: The visitor completes the form and receives a QR code. The visitor sends the QR code to their Government POC (Kristen Merrill at kristen.merrill@us.af.mil). The Government POC then emails the QR code to the Visitor Control Center (VCC) along with the visitor's date of arrival and the duration of their visit.
• Important: The VCC will only accept QR codes and related information from the Government POC. Direct submissions from visitors will not be processed. If the VCC does not receive the QR code and required information from the Government POC, the visitor will not be granted access until confirmation is received. This process also applies to visitors accessing offsite locations (Stockbridge/Newport).
2. Important Considerations:
• QR Code is NOT Automatic Access: A completed QR code is not a guarantee of installation access or a DBIDS card. It is solely for the vetting process and notification of an expected visitor.
3. Visitor Center Requirements Upon Arrival:
Upon arrival at the Visitor Center, visitors must present the following:
• Valid Driver's License: Must be a REAL ID or Enhanced Driver's License.
• If Driver's License is NOT a REAL ID or Enhanced License: The visitor must also provide a second form of federally accepted identification, such as a valid U.S. Passport, Social Security Card, Birth Certificate, or other acceptable forms of identification listed on the Department of Homeland Security website (www.dhs.gov/real-id).
• Failure to provide proper identification will result in denial of access.
