About this file

The file contains Project Special Provisions for the City of Cripple Creek Skate Park Surfacing Project, prepared by the Colorado Department of Transportation. The document outlines detailed specifications for a skate park surfacing renovation, including requirements for pavement removal, excavation, aggregate base course, concrete pavement, construction surveying, and traffic control. The project is set to be completed within 120 working days, with time not being charged during the months of December, January, February, and March. The specifications incorporate standards from CDOT, ASTM F2334-18 for Above Ground Public Use Skatepark Facilities, and ASTM F2480-06 for In-Ground Concrete Skateparks.

The project includes several force account items with estimated budgets, such as $50,000 for minor contract revisions, $10,000 for utility adjustments, $10,000 for erosion control, $2,500 for landscaping, and $10,000 for fence repair. The contractor will be responsible for coordinating with utilities, implementing erosion control measures, and maintaining horizontal and vertical site control. Traffic control requirements are strict, with work prohibited between 7 a.m. and 7 p.m., and all construction equipment and materials must be kept out of traffic lanes unless specifically approved. The project emphasizes minimal disruption to existing traffic and requires the contractor to notify the owner at least one week before starting construction.

F/A Utilities – Subsurface Utility Engineering (SUE) has not been provided for this project; the contractor shall be responsible for locating and coordinating with all adjacent and impacted utilities prior to construction. This force account is intended to address minor utility adjustments and potholes approved by the owner to mitigate utility conflicts not included in the contract plans or specifications, which are necessary to accomplish the scope of work of this contract. Coordination and locating efforts shall be incidental to the work and will not be measured or paid for separately.

F/A Landscape Restoration – Consists of efforts associated with clearing and grubbing in accordance with section 201 and landscape restoration in accordance with section 212 of CDOT specifications. The components of the TCP for this project are included in the following:

(1) Subsection 104.04 and Section 630 of the specifications.

Unless otherwise approved by the Owner, the Contractor’s equipment shall follow normal and legal traffic movements. The Contractor’s ingress and egress of the work area shall be accomplished with as little disruption to traffic as possible. Traffic control devices shall be removed by picking up the devices in a reverse sequence to that used for installation. This may require moving backwards through the work zone. When located behind barrier or at other locations shown on approved traffic control plans, equipment may operate in a direction opposite to adjacent traffic.

The Owner may have entered into operating agreements with one or more law enforcement organizations for cooperative activities. Under such agreements, at the sole discretion of the Owner, law enforcement personnel may enter the work zone for enforcement purposes and may participate in the Contractor’s traffic control activities. The responsibility under the Contract for all traffic control resides with the Contractor and any such participation by law enforcement personnel in Contractor traffic control activities will be referenced in either the Special Provisions or General Notes of the plans depending on whether the Contractor is to hire local law enforcement or if Owner is contracting with Colorado State Patrol for uniformed traffic control. Nothing in this Contract is intended to create an entitlement, on the part of the Contractor, to the services or participation of the law enforcement organization.

Special Traffic Control Plan requirements for this project are as follows:

During the construction of this project, traffic shall use the present traveled roadway unless approved by the Owner.

The Contractor shall not have construction equipment or materials in the lanes open to traffic at any time, unless approved by the Owner.

Lanes of traffic may not be closed unless approved in writing by the Owner.

The Contractor shall not perform any work within the public Right-of-Way between 7 a.m. and 7 p.m. or as directed by the Owner.

At least one week before starting construction, the Contractor shall notify the Owner of the date the Contractor intends to start construction.

All costs incidental to the foregoing requirements shall be included in the original contract prices for the project.
