The City is seeking electronic proposals through their procurement portal, with submissions due by 1:00 pm on Wednesday, April 2, 2025. The comprehensive RFP covers two primary technology systems: citation issuance handheld devices with associated software and a mobile LPR system for parking enforcement. The RFP outlines detailed technical requirements, including specifications for hardware durability, software functionality, data management, integration capabilities, security protocols, and support services. The systems are expected to provide real-time enforcement capabilities, including digital tire chalking, time limit monitoring, and integration with various parking technologies.

The RFP includes extensive requirements for system performance, including 99.5% annual uptime, secure data hosting, and comprehensive integration with existing and future parking technologies. The contractor will be responsible for providing hardware, software, cloud-based servers, implementation, training, and ongoing technical support. Key technical requirements include the ability to read license plates with 98% accuracy, support for various plate types, real-time data sharing, and robust security measures. The City retains exclusive ownership of all generated data, and the contractor is prohibited from sharing personal information. The contract will include a minimum one-year hardware warranty, with options for extended warranties, and support services available seven days a week during specified hours. The RFP also outlines detailed liquidated damages provisions for system failures and performance issues.
