About this file

This is a Bid Schedule document for the Commonwealth of Virginia Department of Energy's 2025 Tree Planting Project at the Spruce Pine Site in Buchanan County, Virginia. The project requires tree planting services on reclaimed abandoned mine lands, with contractors responsible for furnishing all tree seedlings, labor, equipment, and materials necessary to plant 2,700 tree seedlings across approximately five acres at a density of 550 trees per acre. The nine tree species to be planted include Black Locust, Black Oak, Common Apple, Dogwood, Pin Oak, Red Oak, Sawtooth Oak, Virginia Pine, and White Oak in quantities ranging from 200 to 400 seedlings per species. The bid schedule identifies two line items: Tree Planting Labor and Trees, each with an approximate quantity of 28 bundles of 100 units. All work must be completed within 10 calendar days with operating hours from 8 a.m. to 5 p.m., with the overall project completion period of 180 calendar days carrying liquidated damages of $1,236.52 per day for delays. The bid submission deadline is Friday, April 17, 2026, at 3:00 p.m., with bids remaining valid for 60 days, and all required post-award documentation must be submitted within 10 calendar days of receiving the Notice of Award.

Payment will be made upon satisfactory completion, inspection, and acceptance of work based on actual units planted and verified in the field, with no partial, progress, or advance payments permitted. A bid bond equal to 5 percent of the bid amount is required for all bids of $100,000 or more, along with performance and payment bonds in the amount of the total contract price for contract award. The solicitation includes a Small Business Subcontracting Plan requirement with a statewide goal of 42 percent of purchases from Virginia Department of Small Business and Supplier Diversity (DSBSD)-certified small businesses. All bidders must complete the Applicant Violator System (AVS) Checklist to ensure eligibility under federal coal mining permit regulations, and contractors must maintain workers' compensation insurance while complying with Davis-Bacon Act prevailing wage requirements and Build America Buy America Act compliance. Employers with more than 50 employees bidding on contracts exceeding $50,000 must participate in the E-Verify program. Any bidder entering $0 as a unit price or leaving the unit price blank shall be considered a nonresponsive bidder, and unit prices shall govern in cases of extension price errors.
