About this file
This document is Addendum 2 for RFP 2025-POL-002, addressing an inquiry from a potential vendor regarding the City of Newport's digital parking software and License Plate Recognition (LPR) enforcement system procurement. The addendum clarifies that proposers may submit responses for either the full project or just the LPR enforcement portion, with the option to partner with another vendor for the complete solution. The RFP requires that any proposed LPR system must integrate with existing payment platforms, ticket management systems, and a digital permit system.
The addendum confirms there is no prohibition against vendors collaborating to meet the comprehensive project requirements. The potential vendor, Blinkay, indicates their willingness to work with the selected permitting system vendor and emphasizes their open API capabilities for seamless integration of parking rights into the automated parking enforcement system. This approach provides flexibility for vendors while ensuring the city receives a fully integrated and functional digital parking management solution.

RFP 2025-POL-002
Addendum 2
RE: Answer to Inquiry:
1. inquiring whether the city would be open to accepting a response for only the LPR Enforcement portion of the bid without including the permitting component.
Should this approach be acceptable, we are committed to collaborating with the vendor chosen for the permitting portion of the RFP. Utilizing Blinkay’s open API capabilities, we can seamlessly integrate parking rights into the automated parking enforcement system we will offer to Newport
Any proposed LPR system must integrate with the existing payment platforms and ticket management system as well as a digital permit system. There is not provision in the RFP that prohibits a proposer from partnering with another vendor to provide the sought-after solutions.
