About this file

This document is Addendum 1 for RFP 2025-POL-002 issued by the City of Newport, Rhode Island, addressing questions about a digital parking permit and license plate recognition (LPR) system procurement. The city is seeking a comprehensive parking management solution that includes a digital permit system using license plate numbers as credentials, which will integrate with the city's existing database of resident license plates. The system will also require a vehicle-mounted LPR system that can integrate with current payment platforms (Flowbird Pay Stations and Passport Mobile Payment App) and the existing Ticket Management System. Enforcement personnel will utilize Zebra Model TC26AK handheld devices for implementation.

The anticipated scope involves approximately 14,000 to 16,000 digital permits, with the solution designed to streamline parking enforcement and permit management. The RFP specifically clarifies that the city is not seeking citation enforcement services, but rather a focused digital parking management system with technological integration capabilities. The addendum provides clarity on the project's technical requirements and system expectations, indicating the city's goal of modernizing its parking infrastructure through a sophisticated, technology-driven approach that leverages existing municipal systems and payment platforms.
