About this file

This is an Addendum #1 issued by the City of Auburn Hills, Michigan for a Sanitary Lift Stations Generator Install contract (Bid ID: 03-07-2025-001). The addendum addresses questions and clarifications from a pre-bid meeting held on February 27, 2025, and updates the bid due date to Friday, March 14, 2025, at 10:00 AM. The project involves furnishing and installing two on-site generators for two sanitary lift stations, with specific requirements including NEMA 3R rating for transfer switch enclosures, camlock connections for mobile generator hookup, and site restoration to pre-construction condition.

The addendum provides detailed specifications about generator installation, including color options, pump start types (across the line, not VFD-controlled), and site-specific requirements. Key financial terms include no bid bond being required, a payment structure where the final 10% of the contract will be released after satisfactory site inspection, and a mandatory 1-year warranty starting from the substantial completion date. Additional clarifications cover electrical permit requirements, transformer clearances, and the replacement of existing equipment at the Lake Angelus and Grey Road lift station sites.

ADDENDUM # 1

BID ID: 03-07-2025-001

BID NAME: Sanitary Lift Station(s) Generator Install

ITEM: Furnishing & Installing (2) on-site generators for two sanitary lift stations

DUE DATE: (UPDATED) Friday, March 14, 2025 at 10:00 AM

This addendum addresses questions and requests for more information stemming from the pre-bid meeting held on February 27, 2025. The most important update to this posting is that the bid due date has been pushed 1-week to March 14, as noted above. The following questions, clarifications, and information shall be made aware to all potential bidders:

1. Color of generator – If an alternate generator is selected (other than the preferred Cummings and generic green color), then the manufacturer color palette would need to be submitted and approved by the City.

2. Please specify the NEMA rating required of the ATS/MTS for both sites – NEMA 3R is the preferred rating for the transfer switch enclosures. The ATS and MTS switches would NOT have to be included within the new or current stainless-steel boxes and can be installed separately or attached to the boxes. If the contractor wishes to install switches inside for possible ease of installation, then it would be at the contractor’s discretion.

3. Are camlock connections necessary for MTS – Yes, we currently use camlock fittings at each site for mobile generator hookup. Those connections will need to remain or be replaced if necessary (Lake Angelus site will be replaced with new stainless box(es)

4. Are the pumps VFD controlled or across the line start – They are an across the line or hard start. They are NOT controlled by VFD’s.

5. Can you provide loads at each site to verify generator sizing – See additional attachments labeled “Grey-Flygt pump power specs” & “Lake Angelus – Flygt pump power specs” for pump specifications.

6. Weather or sound attenuated enclosure – The generators only need to meet the NEMA 3R rating as specified above. No special soundproof enclosures are required.

7. Are there existing drawing of each site beyond what was provided in RFP – See additional attachments that supply all available and pertinent plans/prints the City has available.

8. Gas line locations – Locations are on both site plans that are available at the end of the addendum

9. Question on what is required for site restoration – Restore site to pre-construction condition. Replace asphalt or concrete that has to be removed, soil and seed around new installation of pads for generators. Fill in any ruts or damaged turf with soil and seed as well.

10. Clarification about the MTS installation – There is currently MTS connections installed at each location. These connections need to either remain (Grey Rd location) or be replaced with the new box (Lake Angelus location).

11. Are stamped & sealed plans necessary for the site and electrical work? – No, stamped site or electrical plans are not needed. However, contractors will still need to provide appropriate sketches or diagrams in order to obtain the necessary electrical permits.

12. Is a bid bond required – No, a bid bond is not required.

13. Question about validity of contract and whether the City should hold the last 10% payment for 1 full year

AND require a 1 year warranty on the job – The Payment section of the RFP will be amended to as follows- “Retainage release – The final 10% of the contract will be paid out in full following The full completion date, following satisfactory inspection of the site(s) and necessary repairs/replacements”. 1-year Warranty will still remain as part of the contract.

14. When does the 1-year warranty start – The one-year warranty starts from the agreed upon substantial completion date (When the generator, transfer switches, communications, pumps, site controls, etc are all fully functioning as designed). Also, Contractor must provide all signed warranty documents before being considered substantially complete. The full completion date will refer to when all punch list items and/or restoration is complete.

15. DTE transformer clearance (Lake Angelus site) – 8’ in the front and 2’ clearance on the other 3 sides.

16. Meter can and MTS plug at Lake Angelus – To clarify, these items and any other necessary appurtenances to the current box need to be replaced with the new box. Concrete pad and any underground conduit can remain if it is of sufficient size and operating capacity.
