About this file

This document is a Request for Proposals (RFP) #2025-74 from Clackamas County's Procurement & Contracting Services for Library Materials Vending Lockers. The RFP includes a response to clarifying questions document dated October 20, 2025, addressing vendor inquiries about the project. The primary objective is to procure library materials vending lockers that can integrate with the library's SirsiDynix Integrated Library System (ILS), allowing patrons to select lockers as pickup locations for holds, receive automated notifications, and check out items through the locker system.

The county is seeking a vendor with the capability to integrate with SirsiDynix through an open API or webhooks, with a preference for vendors already having existing integration capabilities or a development partnership. Key workflow requirements include enabling patrons to select locker pickup when placing holds, automated staff delivery and patron notifications, and item checkout through the ILS. The project will be funded through existing library budgets, and no bonds are required. The county is open to negotiating contract terms and conditions with the winning proposer, including potential flexibility in payment schedules. Vendors are allowed to submit additional documentation like data sheets and warranty terms without counting against the 30-page proposal limit.

REQUEST FOR PROPOSALS #2025-74

LIBRARY MATERIALS VENDING LOCKERS

RESPONSE TO CLARIFYING QUESTIONS

October 20, 2025

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.

1. Is the expectation to have the locker vendor do the integration with SirsiDynix or will LINCC be developing the integration? We have an open API and Webhooks.

A. Ideally, the locker vendor would already have the ability to integrate with SirsiDynix or be in a development partnership with them. If we don’t get responses from vendors that meet these requirements, we will consider other options.

2. Can you add more details on the expected workflow for your customers?

A. We want library patrons to be able to select a locker as a pickup location when placing a hold in our catalog/ILS. When staff deliver an item to the locker and the hold is activated, our ILS will notify the patron to pick the item up. When a patron picks up the item, it should be checked out to the patron in our ILS. We would likely use our ILS to clear expired holds unless the locker software made it easier to identify items to pull.

3. 3.3.1.1.H refers to RFID tags. Is this in reference to the library’s use of RFID library cards for patron credentialing (for both holds pickup and item vending) or does it only refer to checking out items at a vending machine using RFID?

A. This only refers to RFID tags on items used for check-out. We do not have any plans to use RFID tags on patron cards.

4. Can vendors provide data sheets and sample warranty terms beyond the 30-page-limit?

A. County will not consider data sheets, machine spec sheets, or sample warranty terms as counting against the limit.

5. Are bonds required for this project?

A. No, this project is covered by funds already in library budgets.

6. The RFP’s general conditions document allows for a schedule of values for invoicing/payment. However, the short form contract outlines terms for “net 30 at completion of project.” Would the library be willing to discuss payment terms and agree on a payment schedule?

A. The resulting contract from this RFP will be a goods and services contract, the County will negotiate terms and conditions with the winning proposer per the RFP.
