About this file
ADDENDUM #2 to RFP #2025-35 issued by the City of Green Bay and Green Bay Public School District pertains to Beaumont Park Playground Equipment installation and artificial turf surfacing. The addendum clarifies vendor questions and modifies specifications for the project. Vendors may visit the public park site at any time without scheduling. The RFP response deadline is November 4, 2025 by 2:00 PM CDT. The City anticipates awarding the contract in 2025, with construction scheduled for mid-June 2026 through mid-August 2026 to avoid impacting the school year. Vendors must acknowledge receipt of both Addendum #1 and Addendum #2 on Form A with their submissions, and failure to do so may result in bid rejection.
The playground and artificial turf budgets are maintained as separate line items, with playground equipment and installation subject to a maximum budget of $200,000 and artificial turf limited to $300,000, for a combined project not-to-exceed $500,000. Green Bay Public School District will perform excavation and site preparation of the 75' x 100' area and install the concrete curb. Vendors must include in their proposals any required drain tile for the artificial turf system, though Green Bay Public Schools will make the storm sewer connection to inside the playground curb. ADA accessibility is required; ramping is desired but not highly required. All proposal questions must be directed to the City's Purchasing Department, with Emma Browne serving as the Park Planner contact for informational purposes.

QUESTION 1
Requesting a scheduled site visit...?
Response:
This is a public park therefore a vendor can visit the site anytime.
QUESTION 2
If the turf pricing comes in under the max budget of $300,000 would we be allowed to use some of the excess money for the playground equipment and installation? Essentially making the project a not to exceed $500,000.00 but allowing a bit of freedom on how the money is broken down within the max budget.
Response:
No. The playground and artificial turf budgets are separate.
QUESTION 3
Do we anticipate that the contract will be given prior to the end of 2025, or would the contract be executed in 2026?
Response:
We are looking to award the RFP in 2025.
QUESTION 4
I know that ADA accessibility is required, and ramping is also desired. Is ramping highly desired, or just considered would be nice if you can make it work?
Response:
It is not considered highly desired but would be nice.
QUESTION 5
I know that the installation of the concrete curb will be taken care of by Green Bay Public School District, does that include the excavation of the 75' x 100' area? Or should we include the excavation of the area in our price?
Response:
Green Bay Public School district will perform the excavation.
QUESTION 6
Our artificial turf will have clear stone under the turf, and we will include that in pricing, but we also recommend drain tile to get the water out of the concrete area. Will the school staff install the drain tile within the playground space?
Response:
If drain tile is required for your system, include that within your proposal and fees. Green Bay Public Schools will make the connection from the storm sewer to inside the curb surrounding the playground area.

Do you have a completion date for the project?
Response:
The playground needs to be installed for the 2026 school year.
