Pedestrian Crossing Safety Improvements (FHWA) - Project Manual and Specifications

This project manual and specifications document pertains to a federally funded pedestrian crossing safety improvement project administered by the City of Seattle Department of Transportation under FHWA Highway Safety Improvement Program (HSIP) funding. The project encompasses eight pedestrian crossing locations across South Seattle, including intersections at 15th Avenue S and Lander Street, 33rd Avenue S and Myrtle Place, Renton Avenue S and Holden Street, 55th Avenue S and Renton Avenue S, Rainier Avenue S at Byron Street, Rainier Avenue S at Findlay Street, Rainier Avenue S at Mead Street, and Beacon Avenue S at Webster Street. Major work elements include sidewalk and pavement removal and restoration, pedestrian islands, curbs, curb ramps, drainage structures and pipes, clearing and grubbing, landscaping, RRFB signals, traffic signals, signing, and channelization. The work is classified to include electrical and rebar installation for subcontractor identification purposes. Bids are due by 2:00 PM on November 4, 2026, with electronic submission through OpenGov or hard copy submission via U.S. Postal Service. No pre-bid site inspection meeting has been scheduled. Contract completion is required within 120 working days of the Notice to Proceed. The Engineer's estimate ranges from $3,250,000 to $3,350,000.

The project is federally funded through HSIP FHWA grants and the Transportation Levy Fund, requiring compliance with federal regulations and all applicable provisions of FHWA Form 1273. A Federal Small Business Enterprise (FSBE) participation goal of 13 percent has been established as an element of the Disadvantaged Business Enterprise (DBE) program under 49 CFR Part 26. Bidders must provide a bid guaranty of not less than 5 percent of the maximum bid amount including retail sales tax. All contractors must comply with prevailing wage requirements under 29 CFR 5.5 and RCW 49.46, paid sick and safe time under SMC 14.16 and RCW 49.46, and minimum wage requirements under SMC 19.19. Liquidated damages will be assessed per Section 1-08.9 if work is not substantially completed within the contract time. The project manual includes extensive specifications referencing the 2026 WSDOT Standard Specifications for Division 1 (General Requirements) and the 2023 City of Seattle Standard Specifications for Divisions 2 through 9, along with numerous special provisions addressing stormwater management, traffic control, material requirements, and environmental compliance.

City of Seattle, Civil Action No. 2:13-cv-678, (“Consent Decree”). The Complaint alleged that the City of Seattle (“City”) violated Sections 301 and 402 of the Clean Water Act, 33 U.S.C. §§1311 and 1342 (“CWA”), and the conditions and limitations of its National Pollutant Discharge Elimination System (“NPDES”) permit issued to the City by Ecology as authorized by EPA under Section 402(b) and the CWA.

Article II, Section 7 of the Consent Decree establishes that “any action taken by any entity retained by the City to implement the City’s obligations under this Consent Decree shall be considered an action of the City for purposes of determining compliance with the Consent Decree.”

Article II, Section 6 of the Consent Decree requires that the City provide a copy of the Consent Decree to all agents of the City, as well as to any engineering, consulting, or contracting firms or any other entity hired by the City to perform work that might reasonably require compliance with any provision of the Consent Decree.
