This is a specification requirements document from the Illinois Department of Transportation (IDOT) detailing requirements for roadway fusees/flares. The contract calls for 44,352 individual flares that must be 11-14 inches in length, featuring a plastic protective cap with striker, and capable of burning for a minimum of 20 minutes. The flares must include a flexible wire stand, be water-resistant, and function in wet conditions. The contract term is one year from execution with a possible one-year renewal. All items are to be shipped to IDOT's Chicago facility at 3501 S. Normal Ave, with orders typically consisting of 1-2 pallets per order.

Pricing must be provided on a per-flare basis with F.O.B. destination shipping terms. Cases should contain between 36-72 flares each, packaged with plastic bags to prevent moisture accumulation. IDOT reserves the right to order a minimum of 25% of the total quantity (11,088 flares) and may require all items to be shipped at one time. The flares must not contain Potassium Perchlorate or other known environmental contaminants, and all deliveries must be received in good condition with timely invoicing.

Attachment A - Specification Requirements:

The fusee/flare shall consist of a tube of suitable material containing flare composition together with a suitable means of ignition by friction. The fuse/flare should be approximately 11 to 14 inches in length with a plastic protective cap with striker on the inside. The surface of the striker should be treated with red phosphorus and covered with a plastic striker cap for safety reasons.

The ignition head of the fusee/flare should fasten to the fusee/flare in such a way that it can tolerate the friction from the scratching surface contained in the striker cap and will not break off when struck.

The fusee/flare should be able to burn for a minimum of twenty (20) minutes. The ignition compound should be impervious to water and be able to function in wet, inclement weather. These fusees/flares are placed upon the roadway during all conditions, including rain and snow.

The fusee/flare should be a self-contained unit. It should have a wire stand connected to the body of the fusee/flare which allows the fusee/flare to be placed on the pavement without touching it. This stand should be part of the fuse/flare and be made of flexible wire. The wire should be easy enough to bend by hand, but strong enough to keep the fusee/flare off of the pavement. It should have no sharp edges and present no dangers to the motoring public if it is accidentally left on the pavement.

The fusee/flare should contain no Potassium Perchlorate or other known environmental contaminants.

Vendors shall include pricing with their cost per flare, and the shipping terms will be F.O.B. destination. Total number of individual fusees/flares shall be 44,352. Each Case should contain a minimum of 36 flares and not to exceed 72 flares and shipped in a carton with a plastic bag to prevent moisture from accumulating. The number of cases and units per case may vary. All items to be shipped to IDOT 120 ETP, 3501 S. Normal Ave, Chicago, IL. 60616. Contact information Jim McKay james.mckay@illinois.gov or 773-624-0470.

The Department of Transportation reserves the right to place a minimum order of 25% of the 44,352 flares. In this instance, that quantity would be 11,088 flares. This is a 1-year contract, from date of execution, with possible one year renewal. All roadway flares must be shipped, received in good condition, and invoiced in timely fashion per specification requirements. The Department also reserves the right to have all items are shipped at 1 time.

IDOT to order 1 to 2 pallets per order.
