About this file

This document is a technical specification exhibit (Exhibit A) for Walton County, Florida's Invitation to Negotiate (ITN 24-26) for Tower Sites, issued on March 25, 2024. The county is seeking a value-conscious partner to design and build tower sites to support a new Project 25 (P25) public safety land mobile radio system and enhance cellular coverage throughout the county as part of a Public Private Partnership (3P). The project anticipates constructing 14 new tower sites, with each site requiring a 200-300 foot self-supporting tower, a 12' x 20' communications equipment building, a standby generator, and associated infrastructure. The towers will be built on county-owned or county-provided property, with the successful contractor potentially receiving long-term leases and favorable lease terms for future revenues generated by the tower sites.

The technical specifications provide comprehensive requirements for site development, including detailed standards for tower construction, communications shelters, grounding systems, surge protection, installation procedures, documentation, and warranty. The contractor will be responsible for all aspects of site design, construction, engineering, equipment installation, implementation services, operator training, and warranty services. The county's primary goal is to build tower sites that support the public safety radio system with minimal capital and recurring costs, with the tower sites' primary purpose being to support the county's new P25 public safety radio system. The specifications include rigorous technical standards covering everything from tower structural requirements and electrical systems to environmental considerations and testing protocols.

1. INTRODUCTION AND OVERVIEW

A. Walton County, Florida is seeking a value-conscious partner to design and build tower sites to support a new Project 25 (P25) public safety land mobile radio system and enhance cellular coverage throughout the County as part of a Public Private Partnership

(3P).

B. The County has issued a separate ITN for the radio equipment and services needed to construct the P25 system, and the successful vendor of the P25 ITN will determine the tower site locations required for the tower sites constructed via this Tower Site ITN.

C. It is expected that an addendum will be issued to this ITN identifying the tower site locations and minimum height required at each site for the P25 system.

D. It is the preference of Walton County that one vendor will be contracted to design, build and manage all new tower sites. The quantity and location of new tower sites will be established in the P25 ITN and is anticipated to be 14 new tower sites.

E. It is the preference of Walton County to build all new tower sites constructed via this ITN on County owned or provided property.

F. It is the desire of the County that the successful Contractor of the Tower Site ITN will commit to build the tower sites required by the P25 system in exchange for long term leases on County property and favorable lease terms for future revenues generated by the tower sites. The overarching goal of this ITN is to build these tower sites in a manner required to support a public safety radio system with the minimum amount of capital and recurring cost to the County.

G. For the purposes of this ITN, each new tower site shall constructed to the minimum height listed in Table 1 New Tower Site Locations (200 to 300 feet AGL). The towers shall be self-supporting type towers and be constructed with all solid members. The foundations shall be drilled pier type and the Contractor shall provide a sample design for each tower size. Each tower site compound will include a fenced area of 100 foot x 100 foot, and include a cleared area of 150 foot x 150 foot in size.

H. The Contractor will provide a new County-owned 12’ X 20’ communications equipment building at each new tower site meeting the requirements in these technical specifications.

I. The Contractor will provide a new County-owned standby generator for the County’s equipment building at each new tower site meeting the requirements detailed in these technical specifications.

J. The new tower site’s primary purpose is to support the County’s new P25 public safety radio system. The tower design criteria, site grounding and bonding requirements, and other requirements in this ITN are in support of that purpose.
