About this file

This document is a Performance Work Statement (PWS) for the maintenance and repair of the central plant boiler controls at Hanscom Air Force Base in Massachusetts.

The contractor shall provide all labor, tools, equipment, and materials necessary to maintain the four dual fuel boilers at the central heating plant, in accordance with federal and state regulations as well as the manufacturer's specifications. Key requirements include performing preventative maintenance and inspection on the boiler controls, conducting tune-ups and efficiency testing, developing new baseline set points, submitting detailed reports, and minimizing steam venting. The contractor must have prior experience servicing industrial boilers of a similar size and the specific control systems used at this facility. The base will provide government-furnished services such as utilities, security, fire protection, and refuse collection. The PWS is associated with a solicitation for Hanscom Air Force Base Boiler Control Maintenance, which requires the contractor to travel to the base to perform the required services.

Description of Services:

1.1. Scope: The contractor shall provide all labor, tools, equipment, materials, supplies, parts, transportation and other incidentals necessary to travel to Hanscom AFB, MA, to maintain the 4 dual fuel (natural gas and #6 oil) boilers at the central heating plant (B1201) in accordance with the Title V permit. The contractor shall be responsible for ensuring all services and parts provided under this contract are in accordance with the terms and conditions outlined herein and conform to the manufacturer’s equipment specifications, federal law, state law, ETL 11-25 Implementation of Major and Area Source Rules as Applied to Boiler Tune-ups and Energy Assessments for the Boiler MACT Rule, EPA 40 CFR Part 63, 310 CMR 7.19, and this Performance Work Statement (PWS).

1.2. Required Service: The contractor shall perform maintenance and repair on the controls for the following boilers located at B1201. Attachments 1 and 2 include the control diagrams produced by Southern Technologies. The contractor shall flag any discrepancies in the documents to the government.

Boiler Controls Technical Requirements:

Contractor must have previous proven experience with controls, testing, maintenance and tune-up, on industrial boilers similar in size to those at Hanscom (Ref. Table 1). Each boiler generates 40,000 pph of 100 psi saturated steam.

Additionally, it is desired that the contractor has a minimum of five years of experience servicing and maintaining the following:

1. Southern Technologies Micro Manager combustion control systems for boilers.

2. Fireeye burner management system.

The basic contract will include 12 visits to the site, each of 5 days on-site, at approximately monthly intervals. The visits will include the two weekends that the plant is shut down for maintenance activities. There is one weekend in the spring (typically during one of the first weekends in May), and one in the fall (typically the first weekend in October). The actual weekends are determined about 6 months in advance.

It is expected that minor repairs will be completed under contract during these visits. If repair parts are required, contractor will provide the information required for the base to obtain the parts, or a change order will be awarded for the contractor to obtain the parts. If a repair is required that is of a scope that is deemed to be beyond this contract, the contractor will provide a proposal to perform the work.

1.2. Requested Service Elements:

1.2.1. Preventative Maintenance: The contractor shall perform preventative maintenance and inspection on all the controls components for each boiler IAW applicable EPA and Massachusetts DEP standards, and manufacturer’s instructions. This includes but is not limited to:

1.2.1.1. Testing, diagnosing, tuning, and recalibrating the boiler control systems.

1.2.1.2. Verifying that the boiler (1,2,3 & 4) controls are all calibrated including but not limited to all sensors, transmitters, meters, scanners, status indicators, servos, valves, selector switches, VFDs. Attachment 3 lists the 49 transmitters to be calibrated annually.

1.2.1. The contractor shall perform the procedures outlined in accordance with the following:

1.2.1.1. Tune up and all requirements in 40 CFR 63 Subpart JJJJJJ

1.2.1.2. Perform efficiency testing in accordance with 310 CMR 7.04 (4)(a). The requirements of this section shall be met using the abbreviated version in Appendix B for the base year and by performing a gas analysis in the option years.

1.2.1.3. Develop new baseline set points for each boiler on both fuels (base year only)

1.2.1.3.1. All recordable data for the baseline set points shall be recorded at each of the 10% increments from low fire to 100% fire. The goal is to create even stepped set points within the controls to maintain efficient and safe combustion between low fire and full fire. After these new fuel and O2 set points are established the contractor shall record as many of the parameters entering the boiler so that an effective baseline can be created to help with troubleshooting problems in the future. The contractor shall provide tables listing the high and low 02 values for each boiler on both fuels at every 10% increment. Appendix C shall be used as a guide for this information.

1.2.1.3.2. The contractor shall adjust the fuel flow rates at each firing rate to create even steps between the minimum flow required to maintain fire and the permit limit of 49.15MMBtu.

1.2.1.3.3. At each of the determined fuel rates the contractor shall adjust the controls to maintain the optimal oxygen set point in order to maintain maximum efficiency and reliability. This will be accomplished with a procedure similar to that of the RACT procedure.

1.2.1.3.4. The contractor shall calculate the efficiency at each of the firing rates. The contractor shall provide documentation as to how the efficiency was calculated.

1.2.2. The contractor shall provide current calibration certificates for testing equipment used.

1.2.3. All readings, set points, curves and observations required by these procedures shall be recorded and submitted to the government also including the items found in 310 CMR 7.19 (6)(b)(2). Operational ranges for each boiler on each fuel and every fire rate shall be provided. A professional engineer with experience with boilers of this size and working knowledge of Massachusetts DEP regulations, EPA, and Title V permit requirements shall review the reports and provide written feedback on deficiencies. A meeting will be held at Hanscom to discuss these results and provide a chance for government comments to be addressed and corrections to be made. Hard and soft copies of the reports shall be provided within 10 business days after services are provided.

1.2.4. The contractor shall minimize the amount of steam vented. This will include performing the tasks requiring higher boiler loads during the heating season. If it is required to vent steam it will be released through the power-operated relief valve/silencer (“sky valve”) that is tapped into the main steam header in front of the boilers.

1.2.5 The contractor shall submit Daily Reports to document the work accomplished the preceding day.

1.3. Quality Assurance: According to the contract’s inspection clause, the government will evaluate the contractor’s performance under this contract.
