About this file
This document summarizes a statement of work and sole-source justification notice for a federal contract. The Library of Congress requires motion picture film stock for film preservation, including black-and-white and color print, duplicating negative, and intermediate film stocks. The statement of work details technical requirements for the various film types and establishes a delivery schedule of 120 days for orders under indefinite-delivery, indefinite-quantity contracts to be awarded on a sole-source basis to Kodak and ORWO. The sole-source justification notice provides advance public notice of the Library's intent to award the contracts without full competition due to the specialized nature of the needed film stocks.

The films have a polyester base support unless otherwise specified. Examples of such motion-picture film stocks include Eastman Fine Grain Duplicating Panchromatic Negative Film 2234 and ORWO Duplicating Negative DN21.
