About this file

This Addendum No. 1, issued by the City of Ashland Engineering Department on March 18, 2026, modifies the Invitation to Bid documents for Project No. 2024-28 regarding Wastewater Collection and Storm Drainage CIPP (Cured-In-Place Pipe) rehabilitation. The addendum clarifies that the bid submittal deadline, Invitation to Bid, Bid and Bid Schedule, Public Improvement Contract, and Project Plans remain unchanged. A pre-bid meeting was conducted on March 10, 2026, with written questions due by March 13, 2026, and responses provided in this addendum by March 18, 2026. The project involves furnishing all materials, equipment, labor, and services for trenchless rehabilitation of approximately 8,500 linear feet of sanitary and combined sewer lines throughout Ashland's infrastructure system, with work commencement targeted for May 1, 2026, and project completion required by September 30, 2026. Bid award notification is expected by March 27, 2026, with the award made to the lowest responsive bid.

The addendum addresses three key questions from the pre-bid process: the City does not plan to open the project to alternatives to traditional CIPP methods and materials, rejecting fold and form PVC liner as an option; the City will expose pipe ends or install manholes ahead of time to provide access for contractors to install CIPP at dead-end segments; and the LMK end seal requirement has been removed for storm drain liners, but an epoxy or additional seal is required at the ends to create an additional barrier. The project is a prevailing wage project requiring contractor and subcontractor compliance throughout contract performance, with no set-asides for disadvantaged business enterprises or small business concerns. Funding is provided through a combination of municipal bonds and state grant programs with cost-sharing arrangements among participating municipalities. Bidders must be registered with Oregon's Construction Contractor's Board and pre-qualified in accordance with ORS Chapter 279C.430, with required submittals including completed bid schedules, a First Tier Sub-Contractor Disclosure Form, a 10 percent bid bond, a Statement of Qualifications, and a Product Information Sheet.

Questions and Answers The following questions and answers are provided as a matter of information to clarify issues raised during the pre-bid process.

1. Would the city consider fold and form PVC liner as an alternative lining technology for this project?

The City does not plan to open this project to any alternatives to traditional CIPP methods and materials.

2. Last round we had asked about the dead end segments that may or may not have a cleanout. There is one remaining segment on this as well on Fairview segment 2539.

Your answer last go is below:

City of Ashland - Engineering Tel: 541/488-5587 20 E. Main Street Fax: 541-/488-6006 Ashland, Oregon 97520 TTY: 800/735-2900 www.ashland.or.us

The owner will expose to allow for you to install CIPP and close up when you are finished. One of the three locations mentioned, we will install a manhole ahead of time so it will only be two clean outs for the City to open and close for you.

Is that still applicable?

Yes we will open any end of the pipe that does not have a manhole or we will expose ends that have cleanouts for access.

3. It isn’t typical to have an LMK end seal requirement on storm line due to the lack of consistent flow. Would you like to change this requirement?

The LMK requirement can be removed for the storm drain liner, but we would like an epoxy or some additional seal at the ends of those to create another barrier.

Plan sets The Project Plans are NOT changed by this addendum.

Attachments The following changes are made to the Invitation to bid attachments:

These changes will be included in the Contract for this Project. It is understood that your Bid will be submitted accordingly.
