The addendum modifies the original bid documents, including changes to the batting cage netting dimensions, the construction timeline, and the building slab thickness. The revised bid documents and plan sets are to be submitted by 10:00 A.M. local time on July 16, 2024.
The addendum clarifies that there are no prevailing wage requirements or state/federal participation for this project. It also confirms that the City of Thomasville will not handle any special inspections, and that the contractor will be responsible for all site layout and the maintenance of any sodding installed for a minimum of 2 weeks. The contractor will be permitted to use an AIA G-702 and G-703 periodic estimate for payment based on project percentage completed.

Q1. 60 days is not enough time to complete the project, that is likely to be the lead time on the building for delivery.

Q3. Our engineer designs the building and our structural designs the foundation to match that building and reactions for your location generally. Is that how we are to bid this project?
A4. Yes
Q4. Will permit fees be waived since it is a project for the city?
A4. Permit fees will not be waived.
Q5. Will we have to survey the entire property to locator the new building location?
A5. No, the City will provide stakes for the envelope of the slab and a elevation benchmark. The contractor will be required to establish a square foundation and establish the finish floor elevation. A benchmark is provided, and site control will be available. Contractor will be responsible for all site layout. See Section 720-10, Page 720-5)
Q6. Note 20 reinforced concrete sidewalk - please advise on reinforcement measures, also you want cylinders on the sidewalk?
A6. The reinforcement can be synthetic fiber. No cylinders will be required.
Q7. Will Thomasville be handling all the special inspections if any are required?
A7. No, The City of Thomasville will not handle any special inspections. If needed, special inspections will be provided by a 3rd party.
Q8. Is there enough room in the existing panel for the new lighting and receptacles proposed? That is a long run and we may experience some voltage drop.
A8. It is expected to leave from the existing panel with appropriate service wire and set a small service panel outside of the structure to accommodate breakers for the receptacles and new lighting.
Q9. Does it state the slab PSI required?
A9. The slab shall be 3000 psi @ 28 days. Sheet C1, Note 20
Q10. Can we have an arena style batting cage for the main cages with divider net vs having a space between? keeps people from walking in between the nets which is dangerous.
A10. The batting cages will be 2 independent netted cages as shown on C5.
Q11. Are we able to design the nets to work in this space considering ball deflection to the steel and lighting components?
A11. See Sheet C5 for netting layout.
Q12. Has the lighting throw been considered on the lighting to ensure there is no strobing at hitting height? Is there a spec for the light manufacturer?
A12. The light throw has not been considered. There is not a spec for a manufacturer although the City will require LED UFO style High Bay lights, with a minimum output of 19,000 lumens

A14. Yes. See Section 720-26 (Page 720-10)
Q15. Do you have a geotech report of the location of the new building?
A15. No.
Q16. Insulation in the ceiling? buildings sweat condensation a lot of times down south without it with the days being such a swing in temps.
A16. There will be no insulation.
Q17. Section 34 of the General Conditions, “Subcontracting”, states that Engineer must approve any subcontractors and that the GC must self-perform 80% of the work as I interpret it. As a GC, we predominately manage subcontractors, so I would not be able to meet that requirement. We self-perform scoreboards and marquee under our subsidiary, Quiel School Signs. It is also challenging to provide a bid for that if the subcontractors we’re teaming with may be disallowed even if they meet the requirements.
Can this section and any others stating the same be removed from the project requirements?
A17. We will re-evaluate this section and issue a second addendum with any changes. There are no prevailing wage requirements.
Q18. In Section 44 of the General Conditions, “Non-Discrimination”, there are some guidelines for the Contract “in the event this Contract involved State or Federal Participation”, such as minimum wage.
Does this contract involve state or federal participation? Are there any prevailing wage requirements?
A18. No this contract will not involve any state or federal participation.
Q19. On page 0100-1 of the bid instructions with the heading of “Office of the City Engineer”, there is a paragraph that states “This project is asphalt striping and pavement marking and does not require a licensed utility contractor to submit a bid. Please confirm that these statements are not actually part of the project requirements.
A19. These are not part of this project. That sentence will be stricken from the advertisement and per this addendum be removed. The following sentence will replace the removed portion of the sentence aforementioned: “This project is to construct a batting cage at Remington Park B-Fields”
Bid document should be amended as follows: Delete Pages 100-1 of the bid specification documents and replace with revised page 100-1.4 of the bid specification documents. – Removes the incorrect description and replaces with the correct description.
Q20. Please confirm that the 15” RCP shown on C-2 is not part of the project.
A20. It is not part of this project.
Q21. Will there be lead time for metal building fabrication provided, if necessary, before the 60 day project duration begins?
A21. Yes there will be a lead time before the NTP will start. Please see answer to Q1 above.
Q22. Are the Subcontractor forms (ie Non-Collusion Affidavit of Subcontractor, E-VERIFY of SUBCONTRACTOR, ETC.) required to be submitted in the bid package or can they be delivered prior to project start? All subs may not be finally selected prior to bid and will most likely come down to the last minute if they are.
Q22. No, these forms will be in the final contract for the winning bidder.
The Bid Documents should be amended as follows: The Owner has made seven changes to the contract (see Change 1, Change 2, Change 3, Question 1, Question 2, Question 12, and Question 19,). The updated information is attached to this addendum.
