About this file

This document contains questions and answers related to a request for proposal (RFP) issued by the Illinois Workers' Compensation Commission (IWCC) for the Medical Fee Schedule Website FY 24 bid. The RFP seeks management and maintenance of the IWCC's medical fee schedule data and website pursuant to the Illinois Workers' Compensation Act. Key details include that the Commission welcomes bids from all qualified bidders, including those from outside the USA, although there are specific requirements for legal registration and licensing to do business in Illinois. The RFP scope of work includes attending in-person meetings at the IWCC's Chicago office, and some work can be performed remotely. Proposals must be submitted electronically via the BidBuy platform prior to the bid opening date.

The RFP provides information on the Commission's medical fee schedule website, which is published online at no charge to users. The successful bidder will be responsible for maintaining and updating this website. Pricing terms, set-asides, incumbent providers, and funding sources are not explicitly detailed in the document provided.

IWCC Medical Fee Schedule Website FY 24 Bid Amendment - Open Market Bid 24-563WCC-WCC56-B-37704

The following questions were posed by a potential bidder. The Agency’s responses may be found in line:

1. Whether companies from Outside USA can apply for this? (like, from India or Canada)

The Commission welcomes bids from all qualified bidders. However, the Commission offers no legal advice or opinion on which bidders, specifically, are or are not qualified to bid. The Illinois Chief Procurement Office provides detailed information on which vendors are able to submit bids and offers on Illinois public contracts. The following is a summary of the information available on the Procurement Office’s website, here: https://pathway2procurement.illinois.gov/requirements.html

All vendors submitting bids and offers on Illinois public contracts must:

1. Be a legal entity authorized to transact business or conduct affairs in Illinois. Vendors must be a legal entity (other than individuals acting as sole proprietors) prior to submitting the bid, offer, or proposal. This applies to both in-state and out-of-state firms.

a. A vendor must be:

i. A legal entity,

ii. registered to transact business or conduct affairs in Illinois,

iii. and be in good standing with the Illinois Secretary of State.

2. Register with the Illinois State Board of Elections and obtain a certificate confirming your registration (this applies if you have aggregate bids, proposals or contracts that exceed $50,000 annually, including the business you do with all State of Illinois agencies and universities and the value of any current solicitation(s) to which you are responding).

3. Hold a current Illinois Department of Human Rights (IDHR) Bidder Eligibility Number. All entities that wish to do business with any agency, board, or commission of the State of Illinois must register for an eligible bidder number through the Illinois Department of Human Rights (IDHR) by filing an Employer Report Form (PC-1) with the IDHR Public Contracts unit.

4. If providing construction services or construction-related professional services, you must be prequalified prior to bidding or providing applications for selection. All vendors providing construction services or construction-related professional services must be prequalified prior to bidding or providing applications for selection

The above is provided for informational purposes only. Only putative bidders, themselves, can determine their own eligibility to bid and whether and what aspects of the above applies to them.

2. Whether we need to come over there for meetings?

Historically, under item 4 on the RFP scope of work (“Provide such other services and support relating to the medical fee schedule as requested and approved by the IWCC.”), contractors who were awarded a contract on this and similar RFPs have been required to attend in-person meetings at the Commission’s Chicago office. We anticipate the same requirements on this procurement in Fiscal Year 2024. These meetings are typically board meetings of the Illinois Workers’ Compensation Commission Medical Fee Advisory Board, Illinois Workers’ Compensation Commission Advisory Board, or meetings with the Chairman and legal counsel of the IWCC.

3. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada)

Some of the work within the scope of work can be performed irrespective of location, however, as stated in the answer to Question 2, above, some work, including work under item 4 on the RFP scope of work, requires attendance of in-person meetings at the Commission’s office in Chicago, Illinois.

4. Can we submit the proposals via email

Please submit electronic quotes via BidBuy prior to the bid opening date listed in the BidBuy solicitation.
