About this file
This document is a Request for Bid (RFB) Terms and Requirements Amendment No. 1 issued by the University of Wisconsin-Madison Purchasing Department for the fabrication and installation of standardized exterior, directional, and Babcock Dairy Store signage. The University seeks qualified bidders to provide signage on an as-needed basis for replacement and new construction projects. There is an immediate need for Group P2: Babcock Dairy Store signage, which must be installed prior to April 5, 2023, or the bidder must provide an alternate completion date. All installation and associated costs must be included in the signage bid price. The contract will be structured as a multi-year, multiple-awarded agreement with an initial term from April 1, 2023, through March 31, 2026, with two additional one-year renewal options unless either party provides 90 calendar days' written notice of non-renewal. The University does not guarantee any minimum purchase quantities or dollar amounts under this contract.
Bidders must submit net unit prices in U.S. dollars, with award made to the lowest responsive bidder per Wisconsin state procurement rules. All prices must remain firm for 90 calendar days following bid opening, with any price increase requests thereafter requiring 30 days' written notice and documentation of cost justification. Delivery shall be FOB Destination Installed, with all freight, packing, insurance, setup, and debris removal costs borne by the Contractor. A minimum five-year warranty is required on all items and parts. Contractor must maintain appropriate insurance coverage, add the University of Wisconsin System as an additional insured, provide employee photo identification badges, and comply with all University health and safety requirements. The University reserves the right to terminate the contract at any time with five days' written notice, and invoices must be submitted within 30 days of order receipt to align with state payment mandates. Minority Business Enterprise (MBE) and Disabled Veteran-Owned Business (DVB) firms submitting qualified bids no more than 5 percent higher than the apparent low bid may receive preference consideration under Wisconsin state procurement rules.

1. General Information
1.1. Scope:
The University of Wisconsin – Madison is seeking qualified bidders who are able to fabricate and install Standardized Exterior, Directional, and Babcock Dairy Store Signage.
There is not an immediate need for Group P1 signage. The signage will be purchased on an as needed basis when signage needs to be replaced or a new building is constructed.
There is an immediate need for Group P2: Babcock Dairy Store. Group P2: Babcock Dairy Store will need to be installed prior to April 5, 2023 or provide the specific date of completed installation. Installation and any other necessary costs must be included within your signage cost. Please note that the installation will be completed on a steep sloped planting bed and is just off of a street.
See Specifications (Section 5) and/or Technical Specifications (Section 6) for the minimum acceptable specifications for items/services desired. The University does not guarantee to purchase any specific quantity or dollar amount. The estimated item quantities identified in this Request for Bid are for bid purposes only.
The University intends to use the results of this bid to establish a multi-year, multiple-awarded contract for the purchase of signage. Per PRO-310 of the state procurement manual, any contracts for signage exceeding one year will allow for multiple awards and contain a provision for competitive quoting processes to cover the possibility of any individual order exceeding the signage bid threshold. Awards of quotes will be granted to the lowest responsive bidder per PRO-305, Basis for Bid Awards.
The University reserves the right to negotiate with any contracted vendor(s) to establish additional discounts and/or lower prices for products determined to meet the requirements of a University-led initiative to set product standards. Contract vendor(s) may be asked to provide new, lower prices for these standard products and configurations for a limited, fixed term, to fall within the term of the contract resulting from this Request for Bid.
