The Infrastructure Act will be implemented largely by issuing grants to the states. Starting this year, Illinois is set to receive nearly $18 billion in federal infrastructure funds, in addition to the $45 million already committed by the state to repair roads, bridges, rails and more. U.S. EPA, the Department of Transportation, and Department of Interior are also expected to issue numerous contracts to execute this funding.
Opportunities will be available to Disadvantaged Business Enterprises (DBEs) and State of Illinois Business Enterprise Program (BEP) certified firms.
Many of the contracts will be issued through the Illinois Tollway and the Illinois Department of Transportation.
While contract-specific goals will vary, the Tollway and IDOT’s diversity goals could result in hundreds of millions spent with certified DBEs and BEP firms.
Specific information on how the funds will be spent:
Transit investments ($4 billion).
Mitigate the risk of recurring damage from extreme weather events, such as flooding and other natural disasters ($5.2 billion).
Replace and support bridges ($1.3 billion).
Improve highway safety ($533 million).
Fund projects that incorporate natural infrastructure, like flood protection ($257 million).
Support statewide freight highway projects ($257 million).
Support carbon-reducing projects, such as bicycle and pedestrian infrastructure ($226 million).
Support alternative charging and fueling infrastructure ($149 million).
Install protective devices at railroad crossings ($57 million).
Small business cybersecurity training: training of DOD’s cybersecurity requirements, including the Cybersecurity Maturity Model Certification (CMMC) 2.0 framework.
Foreign ownership, control, and influence (FOCI) training: training to combat foreign influence that leads to economic espionage and unauthorized technology transfer to non-allied foreign nations.

Specifically, SBA has increased the adjusted net worth threshold from $750,000 to $850,000; the adjusted gross income threshold from $350,000, averaged over a three-year period, to $400,000, averaged over a three-year period; and the total assets threshold from $6 million to $6.5 million. This will likely make more companies eligible for participation or continued participation in the 8(a) and EDWOSB programs.

What is Significant for Small Business?
SBA’s socioeconomic contracting programs can be a boon for small businesses. Whether as an 8(a) Program participant, a service-disabled veteran-owned small business, a woman-owned small business, or a HUBZone company, small businesses can take advantage of set-aside and sole source contract opportunities.
The APEX Accelerator will discuss with you the basics of each program, including eligibility criteria and benefits available to participants.
When pursuing federal contract opportunities, it’s important for small businesses to take advantage of every benefit available to them. Learning about and leveraging SBA’s socioeconomic programs is a great tool to increase your business’s competitiveness.
