TO: Prospective Bidders

This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents dated 5/20/2022 as noted below. Acknowledge receipt of this Addendum in the space provided on the Bid Form. Failure to do so may subject Bidder to disqualification.

This Addendum consists of four (4) pages and the attached drawing Sheets C-001, ES- 103 and E-503 with the revised date of 12/15/23.

RFI RESPONSES:

1. Clarification: Kohler is an approved manufacturer.

2. Clarification: Replace main electrical panel in building 1130 (208/120V-3PH, 100A) and

1135 (208/120V-3PH, 225A).

3. Clarification: In Building 1135, rewire and relabel existing welder outlets, compressors, and roof top unit.

4. Clarification: Natural gas pipe joints shall be performed by a registered Consumer Energy contractor.

5. Question: Should the 1500kVA XFMR be step-up rated?

Response: Yes.

6. Question: Current lead time on the 1500kVA XFMR is 120 weeks. Will the project schedule be adjusted for any long lead items?

Response: Refurbished transformers are an acceptable alternative. All paperwork including the company name of who did the refurbishing, size, primary & secondary voltages, and the type of insulating oil will need to be provided. We will need the transformer to have all options required within the contract documents.

December 15, 2023 Addendum #1 DMVA/Camp Grayling Airfield – Grayling, MI Project #2205071GR

7. Question: The one line for the switchgear does not look correct. If the utility feed drops, how does it isolate the utility when the generator kicks in?

Response: SEC351 and PLC-L isolates the campus from the utility. The generators need to have the ability to parallel with the Utility Company.

8. Question: Should there be a breaker in the switchgear for the incoming feed from the generators?

Response: 52L relay acts as the main breaker.

9. Question: Requesting point of contact for Consumers Energy & Lake State Rail.

Response: Awarded contractor to receive point of contact information.

10. Question: What type of bore under the railroad will be required? Would a jack-n-bore be acceptable?

Response: Directional boring. Jack-n-bore is an acceptable method.

11. Question: To clarify Note (2) on E-501_Electrical One-Line-Demo plan.

• “Disconnect & remove existing conduit & wire back to source.” Confirming we are digging up and removing existing conduit for demo or is the plan to just remove existing wire and leave the conduit in place?

Response: Disconnect and remove all wire back to source. Disconnect and remove conduit down to 12” below grade and cap.

12. Question: Do they have an estimated conduit/wire length for the new electrical feeds to building 1130 & 1135?

• Per the one-line drawing E-503 we are refeeding building 1130 & 1135 from the new

200KVA transformer. However, it is not clear where the new feed goes once we get to the building.

Response: Refer to sheet ES-103, site plan is to scale.

13. Question: Is all over overhead demo on base performed by utility company?

Response: Yes, Contractor is responsible to coordinate demolition with utility company.

Utility allowance can be used to cover all utility costs.

14. Question: Is the switch integral to the transformer feeding Building 1130 and 1135 or a standalone unit?

Response: Integral is the preferred method but either option is acceptable.

15. Question: Is the switch integral to the transformer feeding Panel LV-GEN or a standalone unit?

16. Question: Is the switch integral to the transformer feeding Panel DP-1 or a standalone unit?

17. Question: Please provide the location of existing panel DP-1.

Response: Refer to re-issued sheet ES-103.

18. Question: Please clarify what and where we will be feeding in building 1130.

Response: Refer to clarification above.

19. Question: Please clarify what and where we will be feeding in building 1135.

21. Question: Is there more information on where the existing 600amp DP-1 panel is located based on where it shows the location of the “New” 225-kva transformer that will be feeding panel DP-1.

22. Question: Looking for a panel schedule for the two panels listed below. Looking for information on how many breakers/spaces are needed.
