Eagle Academy Chiller Replacement – Invitation for Quote/Bid

This Invitation for Quote/Bid (IFQ/B) is issued by Palm Beach County's Capital Improvements Division for the Eagle Academy Chiller Replacement project located at 38673 James Wheeler Way, Belle Glade, Florida. The scope of work requires the removal and replacement of one 60-ton Trane HVAC/Chiller and two water pumps, including furnishing all labor, materials, equipment, permits, and supervision necessary for project completion. The work encompasses decommissioning and proper disposal of existing equipment, installation of new components meeting specified standards, system testing and balancing, Building Automation System upgrades with Siemens BACnet capabilities, and provision of a temporary portable chiller to maintain building air conditioning during the replacement. A mandatory pre-bid meeting is scheduled for March 28, 2024, at 10:00 a.m. at Eagle Academy's main entrance, and quotes/bids must be received by April 18, 2024, at 2:00 p.m. at the Capital Improvements Division office. Contractors must be qualified under Palm Beach County's Annual Contract – HVAC and must submit qualification applications at least 10 days before the bid due date. The contractor must substantially complete all work within 260 calendar days from the Notice to Proceed, with liquidated damages assessed at $180 per day for failure to meet the deadline.

Bid security of five percent of the bid price is required for bids of $200,000 or more, along with a 100% Public Construction Bond prior to work order execution. The county applies a Small Business Enterprise (SBE) Price Preference for single-trade construction contracts, awarding to certified SBE bidders whose bids are within ten percent of the lowest non-SBE bid. All bidders must complete Equal Business Opportunity Program schedules identifying subcontractor participation, including minority, women, and small business enterprises. Workers must possess Critical Facilities background clearance, and contractors must be registered with the E-Verify system. The contract incorporates Palm Beach County's Annual Contract – HVAC terms and conditions, includes worker's compensation insurance with minimum employer's liability limits of $500,000/$500,000/$500,000, and requires compliance with the county's Commercial Nondiscrimination Policy. Bidders must acknowledge receipt of all addenda issued and submit signed addenda with their bid packages. The county anticipates issuing a work order and notice to proceed within 90 calendar days of notification of award, absent any timely bid protests.
