About this file

This is Addendum 1 to Request for Bid #2022-04 issued by the County of Portage, Wisconsin, through its Purchasing Department for landscape maintenance, irrigation services, and snow removal at the Portage County Business Park located in Stevens Point, Wisconsin. The addendum clarifies and corrects several aspects of the original solicitation covering approximately 390 acres. Key corrections include the proper bid number designation as "2022-04" rather than "2022-24," and clarifications regarding service scope. Spring landscaping and mowing work typically begins in early April or near April 15, depending on weather conditions in Central Wisconsin. The contract runs through December 31, with snow removal services anticipated to extend through March 31, with potential contract extensions negotiated in November for continuity. Bids may be submitted via drop-off or mail only; no portal or email submissions are accepted. The addendum addresses specific service requirements including traffic control per MUTCD standards, maintenance of landscaping beds and riprap areas, mowing of single mower-width paths adjacent to multi-purpose paths, seasonal maintenance of pond-area paths, and snow removal from pathways and parking areas at varying frequencies based on accumulation amounts.

The addendum provides technical clarifications on service specifications and equipment requirements. No aquatic license is required for riprap weed control, though contractors remain responsible for compliance with all applicable federal, state, and local laws and ordinances. Certain mowing areas west of sidewalks along Brilowski Road are not included in the current bid scope but may be negotiated with the award contractor in the future following coordination with the County Highway Department. Snow removal on the north side path at Pond 5 is not required. Pathway snow removal is charged per event rather than at specified frequencies during large storms. Equipment specifications for bridge maintenance over Pond 3 include skid steers or medium to small-sized tractors with plows or brushes. The addendum provides binding clarifications to the original RFB specifications regarding maintenance standards referenced in sections 10.1A through 10.12 and Attachment E.

RFB #2022-04

LANDSCAPE MAINTENANCE,

IRRIGATION SERVICES,

& SNOW REMOVAL AT THE

PORTAGE COUNTY BUSINESS PARK

ADDENDUM 1

Date=02/04/21 The following changes are hereby added to and made part of Bid #2022-04 Questions, Answers, Clarifications and Revisions:

Revision:

• Cover Page of Document the incorrect Bid number was indicated. The bid number should be “2022-04” not 2022-24. Please use 2022-04 moving forward

• The incorrect bid number is also listed in Attachment C bid offer. Portage County Bid Tabulation 2022 Contract

Year Bid# “2202-04” not the number indicated.

Q1 I am wondering if you are accepting bids through email or the portal, or mailed hard copies only?

A. Bids may be dropped off or mailed as indicated in section 5 of the RFB. There is no portal available and email bids are not acceptable.

Q2. When does work typically begin in Spring at Business Park for landscaping and mowing?

A. It is very weather dependent but work can sometimes begin in early April but tends to commence near April 15 or after in Central Wisconsin.

Q3. The contract runs through 12/31, yet I’m assuming your snow contracts typically go through 3/31. Would there be an extension for snow services to 3/31? Assuming you wouldn’t want to terminate the contract mid-season for snow?

A. In past procurements contracts where usually extended sometime in November for the following year to ensure a transition if needed.

Q4. 10.L. States: THE CONTRACTOR shall provide traffic control per the MUTCD manual when necessary.

We looked at the manual online but it is 800 pages long. Can you clarify what the expectations or requirements are here?

A. This does not exempt from conforming to other parts of the manual but specifically part 6 Temporary Traffic Control Elements would be the main reference in the manual. Where equipment or work may temporarily block the roadway.

Q5. Is an aquatic license required for the riprap weed control-we assume no but want to confirm.

A. We do not believe so but Specification 10.1A indicates that vendor will be responsible for any

Federal, State, local laws, codes and ordinances.

Q6. Exhibit 1 shows green dots for landscaping beds along Brilowski Road. If you look at Exhibit 2, you can see the mowed area which extends about 20’ or so, west of the sidewalks and beyond the planting bed. Does this area need to be mowed? The Exhibit does not indicate that it does.

A. These areas of mowing are not included in the bidding of these projects. We are currently working with our Highway Department to determine how this area can be cared for and may be negotiated with award contractor in the future. The beds in that area do need to generally be kept up based on specifications 10.8-10.12

Q7. Exhibit 9: What is required for summer maintenance along the multi-purpose path? It appears there may also be a “single mower width” path that needs mowing as well. It looks like it would need weekly sweeping/blowing of the path and maybe monthly mowing of the “single mower width” area.

A. Yes single mower width around path needs to mowed. See Pond 3 in attachment E. “a narrow strip located adjacent on either side of the multi-purpose path that passes through the wooded portion of the site”

Q8. On Lands End way there is a path along Pond 5? Should this be cleared?

A. Of grass, etc in summer months. See answer Q9 for winter snow removal

Q9.The area marked to be plowed by Pond 5 seems to be missing some path areas that might be currently plowed (there is a path that runs west to east on the north side of pond).

A. We do not clear this of snow.

Q10 The business entrance between lots 18 and 16D on Business Park Dr:

What frequency should this be cleared? It seems this should be priced separately and be plowed more frequently during the day so cars can access the business unless the business has a contractor who is maintaining the roadway?

A. The Bid document anticipates “charge per event”, indicating once per event particularly for the smaller accumulation amounts.

Q11 During large storms what frequency should pathways be plowed? Every 24 hours?

A. The Bid document anticipates “charge per event”, indicating once per event particularly for the smaller accumulation amounts.

Q12 The bridge over Pond 3, what equipment is allowed on bridge or what is currently being done to handle snow/ice removal

A. Skid steer or medium/small size tractor with plow or brush would be best for completion of this task.
