About this file
This is a maintenance guidelines document from Region 1 establishing pavement restoration standards for asphalt work, applicable when saw cuts do not align with lane lines, striping requires relocation, or defective paving must be replaced. The guidelines establish repair specifications based on pavement condition: for pavements in new or like-new condition (13 years old or less), contractors must complete a 2-inch grind and inlay covering the entire lane width for 100 feet centered on the defective area, or the entire length if the defect exceeds 100 feet; for pavements three years or older, the same 2-inch grind and inlay applies but limited to 50 feet or the entire length if the defect exceeds 50 feet. All inlay work must utilize the same asphalt concrete pavement level required in the contract, with a minimum of Level 3. When multiple smaller defective areas exist in close proximity, contractors must complete one continuous repair rather than separate repairs.
The core objective of these guidelines is to ensure repaired pavement is undetectable to motorists while extending the working life of asphalt pavements and reducing future maintenance costs. The District Manager or designated representative retains authority to determine final repair limits based on these established guidelines. These standards apply to all pavement restoration work within the region and serve as mandatory specifications for any contractor undertaking such repairs.

Region 1 Maintenance Guidelines for Pavement Restoration or Defective Work
This guideline applies anytime the asphalt saw cut does not fall at a lane line, striping is removed and not replaced in the same location or when defective paving has to be replaced.
Base Objective: Motorist cannot feel the repaired pavement. Prolong the working life of the asphalt pavement and reduce future maintenance costs.
Repair Guidelines:
1. Pavement condition new or like new (1‐3 years old): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 100 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 100 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective/saw cut area.
2. Pavement condition anything less than new (3 years or older): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 50 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 50 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective area.
3. When there are several smaller areas that are within a short distance of each other complete one continuous repair.
4. The District Manager or their designated representative will determine the limits of the repair based on these guidelines.
