Part 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide turnkey classroom technology modernization and sustainment services as specified in each task order (TO) issued against this master indefinite delivery/indefinite quantity (IDIQ) contract vehicle.. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: This Master IDIQ contract vehicle and its TOs require the contractor to the contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision. In addition, other items and non-personal services necessary to perform turnkey classroom technology modernization and sustainment as defined in this Performance Work Statement except for those items specified as government furnished property and services. For a true turnkey modernized solution, the contractor shall be responsible for centrally coordinated management of all functions of the process to include analysis, design, engineering, technology solutions, integration, maintenance, repair, sustainment and installation.
1.2 Background: The TRADOC Enterprise Classroom Program effort establishes, life cycles, and upgrades Army schoolhouse residential classrooms to a digital learning environment and sustains existing analog/digital classrooms. It ensures standards of interoperability, compatibility, scalability and sustainability that contribute to operational and sustainment efficiencies and maximize Soldier training effectiveness. These digital classrooms principally support approved instructional methodologies and instruction associated with resident training and education courses. Classroom modernization may include any combination of technology, software, facilities, infrastructure and communications linked to a local or Department of Defense (DOD) network or the Global Information Grid. This effort provides analysis, design, engineering, technology solutions, integration, facility rehabilitation and technology installation of three main classroom configurations. The Lecture classrooms (Basic, Standard and Enhanced) are comprised of an Instructor Presentation System (IPS); Collaboration classrooms contain an IPS, Student pods with displays for small group interactions with networked student computers, and Mission Command Learning Environment (MCLE). Containing an enhanced IPS to support the display of instruction and simulation materials as well as having robust student devices capable of supporting the increased demands of the simulation software run on them. Mobile classrooms are self-contained presentation systems on a stand capable of being moved into and around classrooms, equipment bays or vehicle storage facilities.
1.3 Objective: The overarching objective of this requirement is to provide the expertise to implement and maintain TRADOC and non-TRADOC schools to ECP standards and effectively manage performance in a systematic, coordinated and integrated process that ensures quality workmanship and the delivery, installation, sustainment and support of fully-operational turnkey digital classroom capabilities that meet Army training standards and requirements. The contractor shall possess the capability to manage multiple task orders simultaneously at multiple locations across the Continental United States (CONUS). The contractor must also be capable of providing a team of highly qualified personnel that will be able to execute classroom technology modernization and sustainment requirements. Often these requirements are very fluid, dynamic, and can vary by school and location. Requirements can develop with little warning and in unexpected volumes. The contractor must be able to respond to unexpected surge requirements with adequate numbers of personnel, even when the workload volume is at levels not seen before and with very little advance notice.
1.4 Scope: The ECP scope includes a full range of services and solutions necessary for the Army to satisfy its support of the institutional training domain infrastructure throughout CONUS.
Classroom Technology Modernization and Sustainment requires classroom audiovisual and IT services-based solutions under which a contractor may be required to provide a full range of equipment and software associated with those services. In addition to equipment and software, incidental construction/classroom rehabilitation may be required to provide a total technology modernization solution. Also included is support to analyze modernization equipment requirements, develop and implement recommended solutions, and sustain new and legacy classrooms. The types of services and solutions required for this acquisition will fall under the following Task Areas: Enterprise Design, Integration, Sustainment, Consolidation and IT Education & Training. It is the intent of the Government to establish a scope that is broad and sufficiently flexible to satisfy requirements that may change over the period of performance, and fully comprehensive so as to embrace the full complement of services that relate to analog and digital classroom training technology modernization and sustainment. The Government has a need to provide 2,000 modernized turnkey digital classrooms and annually sustain 4,000 over the contract’s ordering period subject to available funds. The Government may have a need to provide up to 3,000 modernized turnkey digital classrooms over the contract’s ordering period subject to available funds.
