Volume II: Price Quotation
Factor 3: Price The pricing information shall be submitted using the Pricing Template (Attachment A) provided in the solicitation. Please ensure that the template cells/formulas are visible and unlocked. The Contractor shall be responsible for ensuring that the pricing information is submitted correctly.
C. EVALUATION FACTORS AND BASIS FOR AWARD
The Government intends to make a single-award BPA to the responsible Quoter submitting an overall quote that is determined most advantageous to the Government, price and non-price factors considered.
Quotes shall be evaluated on the following factors:
Factor 1: Technical Approach (Non-Price) Element 1: Technical Approach Element 2: Transition Plan Element 3: Accessibility Factor 2: Past Performance (Non-Price) Factor 3: Price
Evaluations will be conducted in accordance with FAR 12.203 (Deviation 25-21) and the procedures stated herein. A BPA will be established with the Quoter whose quote meets the Government’s requirements and whose quote and price represent the best value to the Government. In order to determine the quote providing the best value, the following factors shall be considered: Factor 1:
Technical Approach, Factor 2 Past Performance, and Factor 3 Price. The relative order of importance of the evaluation factors is: Factor 1 is more important than Factor 2, and, together, the non-price factors are more important than Factor 3, Price. It should be noted that award may be made to other than the lowest priced quote if the Government determines that a price premium is warranted due to technical merit. Quotes that demonstrate superior technical and past performance capabilities may be selected even at a higher price if the additional value justifies the price premium. The importance of price may increase as the differences between Quoter’s non-price factors decreases.
An evaluation team has been established by the CBP to rate the technical quotes. Each member of the team will evaluate each quote in accordance with the technical evaluation factors stated below to determine if the quote is acceptable. Full and impartial consideration will be given to all quotes received pursuant to this solicitation, and the evaluation will be conducted in an equal manner.
The Government anticipates selecting the best-suited quoter from initial responses, without engaging in exchanges with Quoters. Quoters are strongly encouraged to submit their best technical solutions and price in response to this RFQ.
Once the Government determines the Quoter that is the best-suited (i.e., the apparent successful Quoter), the Government reserves the right to communicate with only that Quoter to address any remaining issues, if necessary, and finalize a BPA with that Quoter. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as deemed pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited Quoter based on the original analysis and address any remaining issues.
Once the Government has begun communications with the next best-suited Quoter, no further communications with the previous Quoter will be entertained until after the BPA has been established.
This process shall continue until an agreement is successfully reached and a BPA is established.
The evaluation of quotes will be based on the following Factors:
FACTOR 1: Technical Approach (Non-Price)
Factor 1, Technical Approach will be fairly considered and evaluated as a whole with an overall confidence rating. The Government will not evaluate any of the information in the PowerPoint slide deck that is not presented during the oral presentation. Factor 1 will holistically cover the degree to which the Quoter’s solution supports the task areas and objectives of the SOW, provided in the solicitation.
The Government will assess the Quoter’s ability to successfully perform requirements through evaluation of the Quoter’s oral presentation. The Government will assess whether the Quoter’s technical approach exhibits a thorough understanding of the complexity and magnitude of the requirement and likelihood that the Quoter shall be successful in performance under the resultant BPA.
Element 1 – Technical Approach The Quoter’s Technical Approach shall provide a response addressing its knowledge and expertise in collecting, safeguarding, and routing electronic fingerprints in a manner that demonstrates its ability to meet or exceed all Statement of Work requirements.
Element 2 – Transition Plan The Quoter’s Transition Plan shall provide written response as to how the Quoter plans to organize, and the timeframe it will take for them to be fully operational and begin to accept service requests, in an effort to minimize risk to the Government.
Element 3 – Accessibility The Quoter shall provide a written response that clearly demonstrates that it meets the minimum accessibility requirements identified in the Statement of Work. The Quoter shall provide fingerprinting services in each of the forty-eight (48) Continental United States and in Alaska, Hawaii, Washington
DC, Puerto Rico, and the U.S. Virgin Islands, Guam, Northern Marian Islands and Saipan. The Contractor shall provide fingerprint services within a sixty (60) highway-mile radius of the candidate’s zip code to meet CBP’s background investigation timeline and other requirements addressed in the SOW.
The relative order of importance of the evaluation Elements are element 3 is most important and Element 1 is less important than Element 3 but more important that Element 2, Element 3 is the least important.
Elements will be individually evaluated but only a factor-level rating for each quoter will be assessed based on the overall evaluation of the Elements. The Quoter will receive a single rating based on the confidence rating scale.
Factor 1 will be evaluated holistically with a rating scale of "high confidence," "some confidence," and "low confidence," representing the Government’s confidence that the Quoter understands the requirement and will be successful in performing the work. Risk assessment will be a part of the overall evaluation.
Factor 1 will be assessed on High Confidence, Some Confidence, or Low Confidence, as follows:
CONFIDENCE RATINGS
Rating Definition
High Confidence
Based on the information provided, the Government has high confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the BPA/Task Order with little or no Government intervention.
Some Confidence
Based on the information provided, the Government has some confidence that the Quoter understands the requirement, proposes a sound approach, and will be successful in performing the BPA/Task Order with some Government intervention.
Low Confidence
Based on the information provided, the Government has low confidence that the Quoter understands the requirement, proposes a sound approach, or will be successful in performing the BPA/Task Order even with Government intervention.
FACTOR 2: Past Performance (Non-Price)
Past Performance focuses on the Quoter’s experience and expertise in providing the same or similar services to this requirement. The Quoter’s oral presentation addressing the Past Performance information provided in this solicitation will be evaluated in order to determine a confidence rating for Past Performance. Only a Quoter’s completed or ongoing business ventures for recent experiences that are similar in scope and size to those requirements identified in the SOW. The Government may use Past Performance information obtained from other than the sources identified by the Quoter. The Government will decide whether a contract is relevant for purposes of past performance.
The Government will evaluate the Quoter’s Past Performance to determine its currency and relevancy to the contractual requirements. Source of the information, context of the data, and general trends in the Contractor’s performance and any associated risk may be considered. The Contractor’s relevant Past
Performance will be evaluated to assess the extent of its ability to perform the BPA task orders successfully.
Factor 2, Past Performance will be evaluated with an overall confidence rating. A quoter without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance (neutral evaluation). Factor 2 will be assessed on confidence ratings as follows:
CONFIDENCE RATINGS
High Confidence
Based on an offeror’s specialized experience, essentially no doubt exists that the offeror will successfully perform the required effort.
Some Confidence
Based on an offeror’s specialized experience, the offeror is likely to successfully perform the required effort.
Low Confidence
Based on an offeror’s specialized experience, doubt exists that the offeror will successfully perform the required effort.
FACTOR 3: Price
The Government will evaluate proposed prices and conduct a price analysis to determine price reasonableness. The Government will evaluate quotes for award purposes by adding the total extended prices for all ordering periods together. Quantities provided are estimates provided for quote preparation and evaluation purposes only. To account for the option periods possible under FAR 52.217-8 (maximum of six months), the Government will evaluate the option to extend services by adding six months of the Quoter’s final ordering period price to the Quoter’s total price. This amount will be the total evaluated price.
The Government may choose to exercise the Option to Extend Services at the end of the ordering period or at the end of a task order period of performance (base or option period). Prices for the base and option periods, including the 6-month option available under FAR 52.217-8, will be evaluated to ensure that they are fair and reasonable for performance of the requirements established in the solicitation and as proposed in the technical submission. The price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at BPA award. If, at the end of the BPA’s/order’s period of performance (the end of the base period or any option period) and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the BPA for the preceding performance period. The importance of price may increase as the differences between Quoter’s non-price factors decreases.
For evaluation purposes, the Government will take the total price of the entire Ordering Period 5 and divide by two, to determine the 6-month price.
