1) In the RFP document Section L.7.(f).(5), it is stated that “It is HHS policy that contractors provide all equipment and facilities necessary for performance of contracts; however, in some instances, an exception may be granted to provide Government furnished property or to authorize purchase with contract funds.” In the RFP document Section F.2, the eight places of performance specified are Government facilities. Do these two clauses combined imply that the contractor must supply all equipment and facilities at the Government facilities (e.g., furniture, computers, network, photocopying systems, etc.)? If not, what equipment and facilities will be provided to the contractor at the Government facilities?
See question and answer #10 in amendment 00001:
C.2.5 Contractor Personnel, Disciplines, and Specialties requires that “the Contractor shall provide the necessary resources and infrastructure to manage perform, and administer the contract.” Will CDC provide Government-furnished Equipment for all on-site contractor staff, including those at field quarantine stations?
Yes
2) The Attachment J.1 Pricing template indicates Key Personnel are Executive Manager and Sr. Program Manager. The government has not indicated who is considered Key Personnel for each TO. Is it the responsibility of the contractor to indicate who is deemed “key personnel” for each Task Order?
See question and answer #24 in amendment 00001:
What are the expectations for key personnel? Should the contractor identify key personnel at its discretion, or should certain labor categories be considered key personnel? Is there a certain number of key personnel required? Are key personnel designated at the IDIQ level or at the task order level or both?
Key personnel include the Executive Manager and the Senior Program Manager, and they are designated at the IDIQ level.
3) Indicated in the RFP section F.1 “The ordering period of this contract shall be a period of 60 months from September 26, 2014 through August 31, 2019. Can the government please confirm if the following Period of Performances are correct:
Base Year: 09/26/14 – 09/25/15 12 months Option Year 1: 09/26/15 – 09/25/16 12 months Option Year 2: 09/26/16 – 09/25/17 12 months Option Year 3: 09/26/17 – 09/25/18 12 months Option Year 4: 09/26/18 – 08/31/19 11 months and 5 days
See question and answer #14 and #15 in amendment 00001:
Section F.1 of the solicitation indicates the ordering period of the contract shall be 60 months, while the corresponding dates provided (September 26, 2014 – August 31, 2019 do not constitute a 60 month ordering period. Please advise.
The amendment will revise the ordering period to be date of award through 60 months from the date of award.
Will there be option periods?
The IDIQ contract will have a single ordering period of 60 months, and there will be no option periods. However, task orders are expected to have option periods.
4) Section L.7 (c) the government states “In addition to task order pricing, Offerors are required to submit the spreadsheet at attachment J.1 of all labor categories that they anticipate using over the life of the contract.” Will the government allow the offeror to add labor categories to Attachment J.1?
No.
5) Section C.3.1.2 is missing from the RFP. C.3.1.2 is listed in the PRS table on p. 15 (communication, training, education, and collaboration), but is not included in Section C.
See Question and Answer #8 in amendment 00001:
The Performance Requirements Summary (PRS) on page 15 of the solicitation references requirement C.3.1.2 for the contractor to provide responses for services as defined in the Task Orders for communication, training, education and collaboration. No paragraph C.3.1.2 exists.
Paragraph C.3.1.2 was inadvertently deleted and has been added in this amendment
6) Section C.6 calls for an Information Security section to be “addressed in a separate section of the Technical Proposal.” Where in the Technical Proposal does the Govt. want this to be included (as an Appendix)? Additionally, can we assume that this Information Security section does NOT count toward the 100-page limitation?
See Question and Answer #12 in amendment 00001:
Section C.6, Information Systems Security requires the offeror to demonstrate understanding of security requirements by attaching a Draft Data System Security Plan or Information System Security Plan (SSP). Is this included in the technical proposal as an appendix? Will this appendix be included in the page limit?
The SSP should be included as an appendix to the technical proposal that would not count against the page limit.
7) How many awards does the government anticipate making for the overall CDC NCEZID IDIQ?
See Question and Answer #1 in amendment 00001:
How many awardees are expected?
Two awardees are expected.
8) Program Management Labor Categories i.e. Executive Manager, Senior Program Manager, Program Manager, and Deputy Manager.
0. Question: Will these individuals be required to be at Government or Contractor Site? If there time is split between sites can the government give a percentage of time at each site?
See Question and Answer #21 in amendment 00001:
Will the Program Management Labor Categories, e.g. Executive Manager, Senior Program Manager, Program Manager, and Deputy Manager be required to be at the Government or Contractor site? How much time would be split between the sites? Would any of these labor categories be labor categories in any subsequent task orders?
No. If these labor categories are included in the proposal, please include time allocations based on previous experience and management expertise. As specified in the pricing table instructions, Program Management are expected to be indirect costs and should be embedded in the cost of other direct billable labor categories (Executive Manager, Senior Program Manager, Program Manager, and Deputy Program Manager).
9) C.6 Information Systems Security: Page 12 under the Security Compliance states: The Offeror should demonstrate understanding of security requirements by attaching a Draft Data System Security Plan or information system security plan (SSP). The SSP should be a brief and general narrative description of the system and its integration with the CDC Network Infrastructure.
a. Question: Will CDC install, operate, and maintain T-1/DS-3 connectivity into CDC’s network to facilitate integration?
See Question and Answer #13 in amendment 00001:
In relation to the SSP, will the CDC install, operate, and maintain T-1/DS-3 connectivity into CDC’s network to facilitate integration?
All performance conducted in Government space will have T-1/DS-3 connectivity into CDC’s network facility integration. In addition, key fobs will be provided for work that will be conducted off-site of government facilities (e.g., telework or remote performance).
10) Will the sample task orders be awarded as part of the initial IDIQ award?
See Question and Answer #4 in amendment 00001:
Will the sample task orders be awarded as part of the initial IDIQ award?
Yes it is expected that sample task orders 1 and 2 will be awarded as part of the initial IDIQ award.
