CDC42.0002 Evaluation of Contractor Performance Utilizing CPARS (April 2013)

In accordance with FAR 42.15, the Centers for Disease Control and Prevention (CDC) will review and evaluate contract performance. FAR 42.1502 and 42.1503 requires agencies to prepare evaluations of contractor performance and submit them to the Past Performance Information Retrieval System (PPIRS). The CDC utilizes the Department of Defense (DOD) web-based Contractor Performance Assessment Reporting System (CPARS) to prepare and report these contractor performance evaluations. All information contained in these assessments may be used by the Government, within the limitations of FAR 42.15, for future source selections in accordance with FAR 15.304 where past performance is an evaluation factor.

The CPARS system requires a contractor representative to be assigned so that the contractor has appropriate input into the performance evaluation process. The CPARS contractor representative will be given access to CPARS and will be given the opportunity to concur or not-concur with performance evaluations before the evaluations are complete. The CPARS contractor representative will also have the opportunity to add comments to performance evaluations.

The assessment is not subject to the Disputes clause of the contract, nor is it subject to appeal beyond the review and comment procedures described in the guides on the CPARS website. Refer to: www.cpars.gov for details and additional information related to CPARS, CPARS user access, how contract performance assessments are conducted, and how Contractors participate. Access and training for all persons responsible for the preparation and review of performance assessments is also available at the CPARS website.

The contractor must provide the CDC contracting office with the name, e-mail address, and phone number of their designated CPARS representative who will be responsible for logging into CPARS and reviewing and commenting on performance evaluations. The contractor must maintain a current representative to serve as the contractor representative in CPARS. It is the contractor’s responsibility to notify the CDC contracting office, in writing (letter or email), when their CPARS representative information needs to be changed or updated. Failure to maintain current CPARS contractor representative information will result in the loss of an opportunity to review and comment on performance evaluations.

[End of Clause]

Performance Work Statement (PWS) Vision Statement:

Aims to prevent the introduction, transmission, or spread of communicable diseases from foreign countries into the United States

1.0 Introduction:

Work is to be accomplished for the Division of Global Migration and Quarantine, Center for Disease Control and Prevention (CDC)

1.1 Background:

With continued technological advances, the world has experienced a dramatic increase in the volume and speed of intercontinental movement of people, animals, and cargo. More than two million people travel to or through the United States by air, sea, or land daily. About half of worldwide international travelers have some kind of health problem while traveling and approximately eight percent of them seek medical attention while abroad or after their return. In addition to the mass movement of people into and out of the United States through international travel, the U.S. Government offers U.S. resettlement to approximately 80,000 refugees and 1.2 million immigrants annually. Before resettlement, most refugees and some immigrants have resided in difficult environments with limited access to medical care and preventive health services, leaving them at a significantly increased risk of illness, death and disability from a variety of health problems. Infectious diseases among immigrants, refugees, international travelers, and other globally mobile populations pose a significant health risk to these individuals and their families, but also pose a public health risk to the U.S. communities in which they visit and/or reside.

CDC’s Division of Global Migration and Quarantine activities aim to reduce morbidity and mortality caused by infectious diseases among immigrants, refugees, international travelers, and other mobile populations that cross international borders through:

Modernizing regulations to ensure swift and appropriate responses to events of public health significance. Through delegated authority, CDC has statutory responsibility for preventing the introduction, transmission, and spread of communicable diseases into the United States (42 U.S.C. § 264) Providing technical and regulatory oversight of health screening and post-arrival health monitoring of immigrant and refugee populations that are undergoing U.S. resettlement to protect and improve their health Characterizing risks associated with international travel to develop appropriate guidance Enhancing public health preparedness and effective action to mitigate the impact of infectious disease events Providing technical assistance and developing collaborative partnerships with state and local health departments, federal agencies, and international ministries of health.

Operating 20 quarantine stations across the United States that serve to limit the introduction and spread of infectious diseases by working with federal, state, and local partners to develop a comprehensive operational plan to manage ill and/or exposed travelers.

Emergence of a human influenza virus with pandemic potential presents a formidable response challenge (HHS Pandemic Influenza Plan). As was evidenced by the response to the severe acute respiratory syndrome (SARS) outbreak in 2003 and the recent H1N1 pandemic flu, it takes the coordinated efforts of many organizations and agencies to perform the critical quarantine functions of planning, surveillance, assessment and response, and communication. The SARS experience also showed that CDC’s quarantine network is uniquely positioned to coordinate nationwide responses to global microbial threats of public health significance that have the potential to or cross US borders.

In response, the DGMQ has expanded its activities to protect the U.S. public from pandemic influenza through research, science, partnership and collaboration, and increased presence and capacity at US ports of entry. These activities represent a rebuilding of the U.S. quarantine infrastructure in order to meet the needs of the 21st century and to play an active, anticipatory role in worldwide biosurveillance and response. This role is essential to mitigating the risks posed by pandemic influenza to residents of and travelers to the United States. This rebuilding effort not only included an increase in CDC's physical presence and capability at our nation's gateways, but also expanded partnership and collaboration with state and local agencies to increase their capacity to rapidly respond to public health threats entering the US. In addition, DGMQ is developing and using a scientific base upon which effective pandemic influenza planning and response must be built and enhancing our global network for international traveler and mobile population disease surveillance. Together these activities will improve the United States’ ability to detect, prepare, and respond to pandemic influenza.

In addition, as a result of continuing the transition from H1N1 response mode to normal preparedness mode, activities and resource requirements continue to develop and emerge. CDC learned during the response that we need an organization that focuses on community measures that can be used during a pandemic to limit transmission until a vaccine becomes available. To meet this emerging need, DGMQ is working to develop a new unit, the Community Interventions for Infection Control Unit (CI-ICU) to lead research, guidance and policy for non-pharmaceutical interventions with the aim to reduce the morbidity and mortality in the community by reducing the transmission and spread of communicable diseases through research, guidance and policies for non-pharmaceutical interventions.

DGMQ is working on a number of important initiatives including communications and collaboration, research, public health program development and management and program operational support services. In order to accomplish these projects, DGMQ requires contractor support. DGMQ requires support in the approaches and processes for developing and maintaining these as well as potential future initiatives which may be driven by new or emerging legislation or public health requirements.
