Areas 1 and 2, if "Core" is not refenced, then the training is simulator-only? Understand the only in-aircraft instruction for Functional Area 1 is in the Dash-8 and Generic Aircraft Pilot Training?
SOW: p. 18 and paragraph 5.3
Dash-8 is simulator based delivered training. For Functional Area 1 Aircraft Pilot Training - the only in-aircraft training falls under the Flight Instructor Qualification courses and the Non-Specific generic Aircraft Pilot Training. For Functional Area 2 Light Enforcement Helicopter Training - all training may be conducted in the helicopter. Yes, if "Core" is not referenced; it is simulator based training.
3 Extension of submission COVID-19 and social distancing requirements have a significant impact on ability to carry out the tasks and coordination required to compile a compliant proposal. Would the government consider extending the submission date to 19 June to account for that impact during this unprecedented time?

4 IDIQ Is each Functional Area a single-award IDIQ or multi-award IDIQ? RFP: p. 11 of 51, 16 of
A single award IDIQ may be made to one or more successful offeor(s) bidding within a functional area or the entire functional area based on best value to the Government. A "Full" Functional Area Bid would consist of proposing all courses listed under a specific Functional Area. A "Partial" Functional Area Bid shall reflect a bid that proposes all the required training courses listed under a specific CLIN or CLINs (i.e. a bid for CLIN 0001 under Functional Area 1 shall include the technical capability and pricing for all of CLIN 0001 (CLIN 0001A through 0001C) classes).
5 IDIQ If multi-award IDIQ, does the vendor have to be technically compliant with all aspects of the RFP, or could multiple vendors be selected for those specific areas they are evaluated as Best Value?
RFP: p. 45 of 51 Its not a multiple-awardee IDIQ.
6 Submission Method RFP states on p. 3 that "Hard copies shall be submited to the following address via US Mail, Express Courier, or hand delivered on or before the Proposal due tate and time to:" Later, on page 45 of 51, 46 of 51, and 49 of 51, it mandates electronic submission. Does the government require both methods of delivery? Due to COVID-19 travel restrictions and delays in all methods of physical delivery, would the government accept just electronic delivery? Alternatively, could we deliver on-time electronic submission, with hard-copy to follow, post-marked on or before date of submission?

The Hard copy requirement will be removed via Solicitation Amendment. Electronic submittals are required only.
7 Period of Performance SOW p. 27 states that the Period of Performance starts on April 01, 2020. RFP states that PoP starts on August 1, 2020. However, the incumbent received a Sole Source Justification for extension for a base period of April 1, 2020 through September 30, 2020, and 6 month option until March 31, 2021. When will the base year actually begin?

The SOW and RFP will be corrected to October 1, 2020 via Solicitation Amendment.
8 Citation 550 training According to a news release, CBP retired the Cessna Citation 550 in November 2019. However, both RFP and SOW reference C-550 training requirements. Is training still required in this aircraft?
RFP, SOW No, the C-550 is no longer a requirement and will be removed from the RFP & SOW via Solicitation amendment.
9 Throughput Is the throughput documented indicative of current throughput, or is it a projection based on maximum throughput?
SOW Current throughput.
10 Device Certification Would CBP accept a training device certified by the DOD for training, in lieu of FAA certification? SOW paragraphs 5.1, 5.2
CBP/AMO will only accept FAA certified simulators.
11 RFP Section II Contract Clauses
Does CBP intend to award to more than one Offeror for both the Unrestructed and Small Business Set Aside Pools and, if yes, under what circumstances would that occur?

Will CBP accept proposals that offer price to some but not all CLINs from Offerors bidding Functional Area 2 - Light Enforcement Helicopter Training? For example, will CBP AMO consider awarding to an Offeror who prices CLIN 8 Non-Specific Helicopter Training but does not price all types aircraft specific training?

If CBP intends to accept pricing for some but not all CLINs, how will it evaluate offeror price proposals?
Evaluation Criteria stated within the Solicitation will remain the same for partial and full functional area bids.
15 RFP Section B Functional Area 2
Was there an error in placing the AS-350 training under the Small Business Set Aside category?
Will a large business be able to bid on the AS-350?
RFP "Schedule of Services Price/Costs"
No, Light Enforcement Helicopter (AS-350) Training is a Small Business Set Aside.
Large business will not be considered for this Functional Area.
16 RFP Section III, Evaluation Criteria Sub-factor 1.1 – Overall Technical Capability
Would providing an FAA Part 142 Certificate be sufficient in meeting then requirement of showing proof of instructor certifications and qualifications in Evaluations Subfactor 1.1? FAA Part 142 Training Schools require each instructor be qualified to teach the FAA approved curriculums to FAA customers. This would also cut down on at least 50+ documents in the proposal

17 RFP Section III, Evaluation Criteria, Sub-factor 1.2 – Training Content
Can FAA Approved Operations Specifications (stamped and approved by the FAA) be submitted in lieu of submitting each individual proof of a training program to meet the requirements of Subfactor 1.2? This would also cut down on a substantial # of documents in the proposal
