About this file

This is a bid document set for the Chartiers Spray Park & Playground Construction project issued by the City of Pittsburgh Department of Public Works (Project No. 2020-87007). The project encompasses comprehensive renovation of a municipal playground and spray park located at 3793 Chartiers Avenue in Pittsburgh, Pennsylvania, including site demolition, earthwork, utility infrastructure upgrades, and installation of new recreational facilities. The scope of work includes constructing a 1,661 square foot splash pad with water features (geysers, stream jets, aquaarcs, and whirlflex equipment with a combined flow rate of 138 GPM), installing new play structures, accessible pathways, landscaping, and site furnishings. The bid documents indicate a bid release date of February 2, 2022, with questions due by March 3, 2022, and final bid responses required by March 9, 2022, at 2:00 pm. The project involves precise infrastructure work including a new 4-inch water service line from PA American Water, sewer pipe replacements (including replacement of existing 6-inch pipe with new 8-inch pipe and removal of root-impacted sections), new water meter vault, new sanitary and storm sewer systems with multiple manholes, and extensive erosion and sediment control measures. The landscape architectural design was prepared by Studio Bryan Hanes (Philadelphia), with civil engineering by Common Ground Engineers (Gibsonia, PA).

Bidders must submit a bid bond equal to 5% of their total bid amount, with a performance bond of 100% of the contract amount required for the awarded contractor. The project is subject to Pennsylvania State Prevailing Wage requirements, and bidders must include all shipping, delivery, and installation costs in their pricing. Bidders are responsible for verifying existing utility locations and conditions in the field prior to construction and must notify the Pennsylvania One Call System (1-800-242-1776 or 811) and all utility companies at least three days prior to construction commencement (PA One Call Serial No. 201192560582-000). The bid documents specify that the City will provide certain equipment such as playground structures and safety surfacing, with the selected contractor responsible for installation and site preparation. Construction waste materials and debris must be recycled or disposed of in accordance with Pennsylvania Department of Environmental Protection Solid Waste Management Regulations (Title 25 PA Code Sections 260.1, 271.1, and 287.1). The documents do not explicitly identify set-aside designations for disadvantaged enterprises or identify incumbent vendors, though the project funding appears to derive from municipal capital improvement resources.
