About this file

This Addendum No. 2 document issued by the City of Baton Rouge and East Baton Rouge Parish Purchasing Division addresses clarifications and updates to solicitation A26-0637 for the rental of portable toilets. The solicitation requests an annual contract for portable toilet rental services including delivery, setup, installation, and maintenance across parish locations for regular operations, special events, and emergency situations. The scope encompasses three rental categories—daily, weekly, and monthly—covering approximately 400 standard portable toilet units annually, 50 handicapped portable toilet units, restroom trailers with air conditioning, routine pump-outs at forty-eight-hour intervals, and hand-wash stations, with optional additional pump-outs available on an as-needed basis. The original bid opening date of October 28, 2026 at 11:00 a.m. CST has been rescheduled to November 4, 2026 at 11:00 a.m. CST. Written questions were due by 5:00 p.m. CST on October 21, 2026. The contract term is one year with potential extension into second and third year periods upon mutual agreement, and the City reserves the right to terminate for convenience with thirty days' written notice.

Bidders may submit sealed bids either physically to the Purchasing Division at 222 St. Louis Street, 8th Floor, Room 826, Baton Rouge, Louisiana 70802 via Fed Ex, UPS, postal carrier, or courier, or electronically through Central Bidding; either submission method is acceptable. Unit pricing must remain firm for a minimum of sixty days, and payment terms are Net 30 based on monthly invoices submitted in arrears with no advance payments permitted. Licensing and permitting requirements apply based on vendor function; whether acting as prime contractor or subcontractor, each vendor must hold evidence of proper permitting for the services provided, including current wastewater hauler permits and compliance with all waste transport reporting requirements. Insurance requirements include general liability of $2 million general aggregate, automobile liability of $1 million combined single limit, workers' compensation with statutory limits for Louisiana, and excess umbrella liability of $1 million. The solicitation is designated suitable for MBE/SBE/WBE participation, and proposers must submit a good-faith effort plan demonstrating use of certified small, minority, or women-owned businesses as subcontractors. The City may make award by group, grand total, or all-or-none basis at its discretion.

Questions & Answers

Q1. Submission route. The cover page calls for sealed bids returned to the Purchasing

Division at 222 St. Louis Street, 8th Floor Room 826, while Instruction 9 states that bid forms and submissions must be downloaded and submitted through Central

Bidding. Which submission route governs — and if both are accepted, is one sufficient on its own?

A1. If you wish to submit a sealed bid submission, it can be delivered by Fed Ex, UPS, postal carrier, or courier; if so, it will need to be delivered to our physical address:

222 St. Louis Street, 8th Floor – Room 826, Baton Rouge, LA 70802. If you wish to submit electronically, submission will only be accepted through Central Bidding.

Either submission form is acceptable.

Q2. Wastewater hauler permit. The specifications place permit requirements on "the

Contractor," and Addendum 1 confirms in answerA12 that there are no restrictions on subcontracting up to 100% of the rental, delivery, maintenance, and pump-out services, with A13 requiring subcontractors to meet applicable licensing. Our firm will bid as prime with a licensed local portable-sanitation operator performing the services as subcontractor. Please confirm that the performing subcontractor's

Louisiana wastewater hauler permit satisfies the permit requirement, or advise if the prime contractor must hold the permit in its own name (the specifications allow permits to be obtained within 14 days of award).

A2. Licensing requirements will be based on vendor function; each vendor, whether prime or subcontractor, shall have evidence of proper permitting for the services they will provide.
