About this file

This is a Request for Bid (RFB) issued by the University of Wisconsin-Madison Purchasing Services Department for the procurement of Laboratory Consumables including Reagents, Biologicals, and Chemicals. The University seeks bids from original manufacturers and exclusive authorized distributors to supply these items in support of research projects and educational programs conducted across all UW-Madison departments. The RFB was issued on October 7, 2019, with written questions and Intent to Submit forms due by October 17, 2019, and sealed bids due by November 1, 2019, at 2:00 p.m. Central Daylight Time. The initial contract term runs from January 1, 2020, through December 31, 2022, with automatic renewal for two additional one-year terms unless either party provides written notice 60 days prior to expiration. Awards are expected to be made to multiple responsive and responsible bidders based on product mix and net pricing. The estimated annual contract value is approximately $10 million, though the University does not guarantee any minimum purchase quantity or dollar amount.

Bids must be submitted as a percentage discount off the bidder's published price list, with pricing required to remain firm during the first year of the contract term. Subsequent price increases are permitted once per calendar year with 30 days' written notice and must be fully documented as industry-wide cost increases. All deliveries are F.O.B. Destination with freight and risk of loss borne by the Contractor. The University qualifies for governmental and educational discounts, which must be reflected in unit pricing. Incumbent contractors from the expiring contract 15-5916 must respond to be considered for this superseding contract. Bidders must be either original manufacturers or exclusive authorized distributors and must have three years of relevant business experience. Minority Business Enterprises, Woman-Owned Businesses, and Disabled Veteran-Owned Businesses submitting qualified bids within 5 percent of the low bid may receive preference consideration. The contract is open to other University of Wisconsin System campuses, State of Wisconsin agencies, and Wisconsin municipalities as eligible purchasers at the bidder's discretion.
