The District is soliciting proposals from insurance companies licensed in Texas to provide stop loss insurance coverage effective January 1, 2027, through December 31, 2027, with one optional one-year renewal. The RFP seeks stop loss reinsurance with Individual Stop Loss (ISL) deductible options of $200,000, $250,000, or $300,000; a 120% corridor; a 24-month paid contract period; and Aggregate Stop Loss (ASL) coverage. Proposals must be submitted electronically via Euna Bonfire by November 13, 2026, at 2:00 PM local time. The evaluation period follows November 13-16, 2026, with Best and Final Offer (BAFO) requests sent November 16, 2026, and BAFO proposals due November 18, 2026. Tentative Board approval is scheduled for December 3, 2026, with the contract commencing January 1, 2027.

All fees and premiums must be quoted net of commissions, with no commissions or fees payable to any entity except XL Benefits, the Stop Loss General Agent, who should receive standard General Agent Compensation. The District currently uses Aetna as its medical plan administrator (effective September 1, 2024) and will transition to Sage TPA on January 1, 2027. The previous stop loss carrier was United Healthcare (2016-2024). Respondents must provide preliminary renewal rates six months prior to the effective date and agree to release renewal proposals within 120 days of expiration. The District requires comprehensive reporting capabilities, including monthly claims data, HIPAA 834 compliance, dedicated reporting contacts, and access to all files upon request. Maximum Aggregate Annual Payment options include $1,000,000 and Unlimited. All proposals must include coverage comparisons to the District's current plan documents and must waive actively-at-work provisions, late entrant penalties, and new laser restrictions at renewal. Payment terms are Net 30 days, though vendors may propose prompt payment discounts. The contract is not limited to any minimum guaranteed amount, and the District retains termination rights with no penalties.
