About this file
This is a Request for Bid (RFB) document issued by the University of Wisconsin-Madison Purchasing Services on behalf of the Carbone Cancer Center for the procurement of a spectral flow cytometer. The University is seeking bids for a single spectral flow cytometer unit designed to perform high-sensitivity, high-parameter fluorescence-based single-cell analysis for biomedical research applications. The instrument must meet detailed technical specifications including full spectrum unmixing, spatially separated laser beams, a flat-top laser beam profile, violet laser side scatter capability, proprietary 16-channel semiconductor detector arrays per laser, vacuum fluidics, Spectroflo software with live unmixing, 22-bit resolution with 6.5 log decades, a minimum of 64 fluorescence channels, APD detectors, and five specific laser wavelengths (488nm, 405nm, 561nm, 640nm, and 355nm). The bid was issued on September 19, 2019, with written questions due by September 26, 2019, and bids due by October 3, 2019, at 2:00 p.m. Central Daylight Time. Delivery is required by November 29, 2019, and must be completed FOB Destination Installed at the UW-Madison Cancer Center. The bid document does not specify a pre-award conference or site visits, though the University reserves the right to require demonstrations and oral presentations at its discretion.
Pricing must be submitted as firm unit prices and extended net totals on the Itemized Bid List, with all costs including packing, freight, insurance, setup, instruction, and operation manuals. Bids should not include import costs, which will be handled separately by the University. The award will be made to the lowest extended net total bid meeting all specifications and mandatory requirements, with potential consideration of supplier diversity preferences for certified Minority Business Enterprises, Woman-Owned Businesses, and Disabled Veteran-Owned Businesses if their bids are within 5% of the lowest qualified bid. Bidders must demonstrate two years of experience providing spectral flow cytometers, be either an original manufacturer, authorized distributor, or authorized dealer with service and repair capabilities, and provide three client references from comparable institutions. The contract will include the manufacturer's standard warranty, on-site training and installation, maintenance and repair services with 24-hour response times and 48-hour service completion requirements, and optional after-hours service availability. Payment terms are net 30 days following acceptance and approval by University personnel, with the warranty period beginning after successful acceptance testing.
