Summary

This is a Scope of Work document for the 2 West Main Street Townhomes (Lapham Estates) construction project in Macedon, New York, issued by Gerber Homes as Owner/Construction Manager. The project involves the construction of three all-electric, wood-framed townhome buildings containing 15 residential units total (Building A: 6 units; Building B: 3 units; Building C: 6 units), each with 1,546 square feet of living space and attached garages. The buildings are designed to meet 2020 NYStretch, 2018 IECC Climate Zone 5A, and New York State Housing and Community Renewal (HCR) Affordable Housing Program requirements. The project includes 17 distinct construction divisions covering general requirements, site work, concrete, masonry, structural steel, carpentry, thermal and moisture protection, openings, finishes, specialties, appliances and cabinetry, fire suppression, plumbing, HVAC, electrical, earthwork, exterior improvements, and utilities. Bidders must base proposals on stamped construction documents dated 8/25 through 12/2/25, ResCheck energy compliance reports, selections specifications, and final signed site/civil plans. Bidders are responsible for their own quantity takeoffs and may submit bids for labor only, materials only, or both; pricing shall be provided per building and for the complete 15-unit project.

The project is funded through the NYS HCR ALL (Affordable Housing for Low-Income Families) Program (SHARS ID 20250584) with the Town of Macedon as the Local Planning Agency. Prevailing-wage and Minority Women-Owned Business Enterprise (M-WBE) compliance is required under grant funding, with a total MWBE goal of 30 percent. The project is all-electric with air-source heat pump HVAC systems and heat-pump water heaters; bidders must not submit proposals with fossil-fuel furnaces. Alternative products may be substituted for named manufacturers provided they meet equal or greater quality, rating, and performance standards and receive Owner/Architect approval prior to award. All specifications are governed by applicable codes including the 2020 RCNYS, 2020 NYStretch Energy Code, 2018 IECC, and NFPA-13R fire-sprinkler standards.
